Project Officer, SRR Bangkok – Sub-Regional Representation for South-East Asia
Positioning and reporting
 
Under the authority of the Director General and the Sub-Regional Representative for South East Asia, the Project Officer will work under the direct supervision of the Capacity Building Coordinator at SRR SEA and in close coordination with relevant technical teams at SRR SEA and Headquarters.
 
Job purpose
 
The Project Officer contributes to the effective implementation of the Australia–WOAH One Health Partnership and other related initiatives that strengthen Veterinary Services and enhance infectious disease prevention and response in the region. The role oversees the planning, coordination, and timely delivery of activities in alignment with approved work plans, budgets, and timelines.
 
The Officer also supports the broader project portfolio of the Sub-Regional Representation (SRR) by maintaining a comprehensive understanding of funding, activities, and strategic priorities. This includes contributing to monitoring and evaluation processes to track progress, ensure expected outputs are achieved, and support evidence-based reporting and accountability.
 
In addition, the Project Officer fosters strong collaboration with key stakeholders—including WOAH Members, ASEAN, resource partners, and technical networks—to advance shared One Health objectives and strengthen the visibility and impact of WOAH initiatives. He/she works closely with project management and technical teams to coordinate and supervise the implementation of activities, provide relevant technical and operational support, and facilitate synergies among internal and external partners, particularly Veterinary Services in targeted countries.
 
Missions and activities
  • Coordinate and implement project activities under the Australia–WOAH One Health Partnership and other related initiatives, ensuring outputs are delivered on time, within scope, and within budget, in collaboration with technical teams at WOAH SRR-SEA, Headquarters, and external partners.
  • Develop, plan, and monitor project work plans, including identifying risks, proposing mitigation measures, and ensuring the coherent and timely delivery of activities by WOAH and implementing partners, including national Veterinary Services.
  • Support programme monitoring and evaluation, including performance metrics, tracking progress, contributing to the M&E framework, and ensuring accountability against expected project outputs.
  • Prepare project documentation, including progress reports, annual donor reports, technical notes, and communication materials, in coordination with WOAH Headquarters and the Communications Officer.
  • Facilitate coordination and information exchange among WOAH Members, ASEAN, national Veterinary Services, experts, Reference Laboratories, Collaborating Centres, and other project stakeholders to ensure alignment, complementarity, and strong engagement.
  • Monitor project budgets and expenditures, ensuring compliance with WOAH and donor requirements and supporting sound financial accountability and forecasting.
  • Organise and support governance mechanisms, including Steering Committee meetings and other institutional processes, ensuring effective engagement of WOAH Members and resource partners.
  • Maintain strong working relationships with WOAH Delegates, government agencies, research institutes, international organisations, and other stakeholders in the animal health and One Health sectors in South-East Asia.
  • Coordinate with regional and global initiatives to ensure alignment, complementarities, and opportunities for synergies with the Australia–WOAH One Health Partnership and other programmes.
  • Support communication and awareness efforts, working with technical and communication officers to develop and disseminate outreach, visibility, and knowledge sharing materials.
  • Represent WOAH and provide technical support at country, regional, and international meetings, workshops, and missions relevant to project themes, and contribute to strengthening WOAH's visibility as a scientific and professional organisation.
  • Liaise with WOAH Headquarters to support project implementation, ensure alignment with organisational standards, and respond to ad hoc transversal requests.
  • Carry out any additional duties assigned by the Sub Regional Representative, consistent with the role and area of technical competence.
Requirements
 
Qualifications and Experience
 
Required Qualifications
  • Advanced degree in Veterinary Medicine, Public Health, Life Sciences, Social Sciences, International Relations, Business Administration, or a related field.
  • At least 3 years' experience working in an area relevant to animal health, One Health, public health collaboration, or international technical cooperation.
  • Experience in programme or project management including budgeting and reporting at national or regional level.
Required Skills
 
Technical Skills
  • Demonstrated ability to combine technical understanding with project coordination.
  • Understanding of One Health concepts; experience in multisectoral initiatives desirable.
  • Familiarity with project management tools and approaches, for example workplans, results frameworks, monitoring and evaluation and budgeting; Familiarity with international frameworks for strengthening veterinary and health systems, including the Performance of Veterinary Services (PVS) Pathway and IHR-PVS National Bridging Workshops (NBW) would be advantage;
  • Experience in planning and coordinating meetings (virtual and presential);
  • Excellent command of English, both written and spoken, including scientific, technical and project report writing. Ability to communicate in additional languages would be an advantage;
  • Strong computer skills in a Microsoft environment (Word, Excel, PPT), SharePoint, office technology equipment and software;

  • Proven effective organisational skills and ability to handle work in an efficient and timely manner, defining priorities and meeting deadlines;
  • Maintain close coordination with project initiatives at regional and global levels to ensure coherence, alignment and systematic information sharing;
  • Excellent analytical, facilitation, coordination and communication skills;
  • Capacity to work in a team within an international environment;
  • Willingness and ability to work in a multi-cultural environment;
  • Capacity to work autonomously and to take ownership of tasks.
