Mission

Geneva call is a neutral and impartial non-governmental organization dedicated to promoting compliance by armed groups and de facto authorities (AGDA) with international humanitarian norms in armed conflict and other situations of violence, particularly those related to the protection of civilians. Geneva Call focuses its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, eliminating gender discrimination, protecting civilian infrastructure, and ensuring humanitarian access.

 

Why this position?

The Programme Coordinator is responsible for the design, implementation and oversight of Geneva Call programmes at the national level, ensuring alignment with the organisational strategy, guidelines and operational objectives.

 

Labour Relations

The Programme Coordinator reports to the Programme Director. He works closely with the management team (SMT) and the support team. Under the guidance of the Programme Manager, the Programme Coordinator also maintains regular contact with external partners, including UN agencies, permanent missions, international organizations and service providers.

 

Role and Responsibilities

 

Program Coordination and Management 

  • Design and propose context-specific programme strategies aimed at engagement with armed actors and affected communities, in strict accordance with the Geneva Call guidelines and principles.
  • Oversee, guide and monitor the implementation of operational and strategic objectives, ensuring their alignment with the mission, values and institutional priorities of Geneva Call.
  • Identify, analyze and submit to program management, clear strategic engagement opportunities, based on a contextual reading and an analysis of risks and impacts.
  • Ensure the mapping of actors, including GAADs and propose access strategies allowing direct or indirect engagement, through local partnerships, while taking into account security and operational constraints.
  • Ensure effective and quality implementation of program activities, ensuring the achievement of expected results, compliance with commitments made and the continuous adaptation of interventions to changing circumstances.

Project Implementation

  • Ensure the coordination, development and strategic monitoring of Geneva Call's programmes in the DRC, in line with the orientations of the programme management and the operational context.
  • Develop, update and monitor work plans (activity timelines) and programme budgets, ensuring their feasibility and alignment with set objectives.
  • Ensure technical monitoring and documentation of the implementation of programmatic activities, including capitalization of good practices and lessons learned.
  • Provide direct supervision to Implementing Partner Organizations (PIs) and, where appropriate, Program Officers, ensuring the quality of interventions and compliance with contractual commitments.
  • Harmonize and adapt partner reporting formats, to ensure quality, consistency, and compliance with institutional and donor requirements.
  • Proactively identify and propose programmatic needs, analyze operational challenges, and propose tailored and innovative solutions.
  • Participate in the recruitment and selection processes of programme staff and external consultants, in support of programme management and human resources.
  • Contribute to the drafting of narrative and technical reports (internal and external) as well as to the design and formulation of project proposals for donors.
  • Contribute to the development, adaptation and improvement of the operational tools necessary for the effective implementation of projects (guides, teaching materials, monitoring tools, etc.).
  • Develop, maintain and strengthen a network of strategic relationships with humanitarian agencies, civil society organizations, ANSAs, as well as other relevant institutional and community actors.
  • Ensure the development, analysis and regular updating of target ADAG profiles and their evolution in the operating context. 

Monitoring and evaluation

  • Work closely with the MEAL team to ensure the planning, monitoring and evaluation of operations, according to a results-based approach.
  • Regularly analyze program progress, identify challenges and risks, and formulate corrective actions to improve the quality and effectiveness of interventions.

 

Budget and compliance

  • Ensure that activities are implemented in strict accordance with available budgets and financial forecasts;
  • Ensure the regular monitoring of program expenditures, in collaboration with the finance and operations teams.
  • Ensure compliance of activities with internal standards, donor requirements and accountability frameworks.

External coordination

  • Actively participate in meetings of humanitarian coordination mechanisms (clusters, working group, etc.), in order to strengthen collaboration, information sharing and complementarity of interventions.
  • Represent Geneva Call at workshops, events and forums related to engagement with armed actors.

Team Management and Development

  • Supervise field teams and implementing partners to ensure program quality and coherence.
  • Provide technical and operational supervision of interventions and capacity building of project staff. 

Criteria

 

Education

  • Advanced university degree (minimum bachelor's degree) in international relations, humanitarian studies, social sciences, project management or relevant field.

 

Experience (essential)

  • Minimum 8 years of professional experience in similar positions in international humanitarian organizations, ideally in conflict and civilian protection contexts.
  • Proven experience in project cycle management and team leadership.
  • Proven experience in engaging with armed bearers, primarily non-state armed actors or armed groups.
  • Availability and ability to travel on short notice in complex operational environments in eastern DRC.

 

Job-related skills

  • Proficiency in computer tools, including MS Office (Word, Excel and PowerPoint);
  • Excellent written and oral communication skills.
  • Strong analytical and synthesis skills.
  • Excellent knowledge of the DRC context, particularly the east of the country and the dynamics of conflict in the Great Lakes region.
  • Theoretical and practical knowledge of IHL and IHRL is an asset.
  • Ability to manage priorities, make decisions and coordinate multiple tasks simultaneously.
  • Proven project management and team coordination skills.
  • Skills in facilitation, conflict resolution and team building.
  • Ability to work under pressure in contexts affected by conflict.
  • Excellent interpersonal and negotiation skills with various stakeholders.

 

Communication/Media

  • Identify the needs for programmatic communication tools and the development/updating of materials.
  • Participate in the development of communication materials and the contextualization of awareness-raising tools for GAADs.
  • Support the development of information collection tools from partner radio stations as part of the "Fighter Not Killer" campaign.
  • Coordinate the preparation of messages disseminated via the media (radio, social networks).
  • Perform any other related tasks requested by the hierarchy.

 

Languages (essential)

  • Fluency in written and spoken English is required.
  • Fluency in French, Swahili and Lingala is required.

 

NB: This position is open to people of Congolese nationality. Proficiency in local languages would be an asset.
