TITLE: Safeguarding Consultant

Pre-existing residency in Indonesia and Right to Work is a requirement for application (relocation package will not be provided). 

 
REPORTS TO: Head of International Programme, Deaf Child Worldwide
 
LOCATION: Indonesia – East Java province. This is a home-based position with some travel required to project locations in East Java.
 
DURATION OF CONSULTANCY: 12 months with potential to extend [approximately 7 days per month]
 
CONSULTANCY FEE: Negotiable - dependent on experience. Fee should be inclusive of all benefits.

1. Background 
 
1.1 Deaf Child Worldwide
 
Deaf Child Worldwide is the international development arm of the National Deaf Children’s Society (NDCS) charity registered in England and Wales (1016532) and in Scotland (SC040779), company limited by guarantee registered in England no. 2752456. 
 
In line with our Every Moment Counts strategy, our international work is evolving to focus on the crucial importance of newborn hearing screening and early intervention in low- and middle-income countries.
 
Our goal is to make sure that deaf children have their deafness identified as early as possible and receive high-quality and family-centred early intervention support. At a national level, ultimately, we are looking for universal newborn hearing screening and effective follow-up support to be fully embedded in countries where we work.
 
Deaf Child Worldwide (DCW) is strongly committed to safeguarding. This includes the responsibility to recognise and report concerns, appropriately challenge poor practice, and escalate issues where required. 1.2 Our work in Indonesia
 
Deaf Child Worldwide, in partnership with three Indonesian organisations will implement a pilot project on the early identification and intervention for deaf children (0-5 years) in East Java province.

2. Purpose of role
 
Deaf Child Worldwide (DCW) is looking for a Safeguarding consultant to support its work in Indonesia. Responsibilities will include the following: 
  • Act as Country Designated Safeguarding Officer (DSO) on behalf of DCW including first point of contact for Safeguarding queries.
  • Lead on the provision of guidance and support to partners on Safeguarding and child and adult protection. This includes supporting partners with the development of their Safeguarding policies where required.
  • Lead on the design and delivery of Safeguarding training for DCW’s partners.
  • Provide support to partners as they design and deliver Safeguarding training to stakeholder groups.
  • Advise DCW on Indonesian Safeguarding regulatory frameworks and best practices.
  • Get updated Safeguarding-related activity information from the partners.
  • Monitor Safeguarding aspects of the pilot project at partner and project level. This includes monitoring partners’ safeguarding reporting processes and records.
  • Support Head of International Programme and Head of Safeguarding in reviewing partner policies to ensure they are up-to-date and effective. 

       3. Other

  • Promote the vision and values of Deaf Child Worldwide.
  • Comply with all DCW policies and procedures.
  • Undertake any other duties compatible with the nature of this post as requested by the Head of the International Programme. 

       4. Reporting relationships

  • Direct liaison with partners on safeguarding queries.
  • Direct liaison with Head of International Programme, DCW in London for safeguarding cases, contractual matters, regular reporting.
  • Direct liaison with Head of Safeguarding & Assurance, NDCS in UK for safeguarding cases.  

       5. Qualifications / Experience / Competencies

  • At least 10 years’ experience in Child Protection and Safeguarding.
  • Strong understanding of Indonesian Safeguarding statutory responsibilities.
  • Experience in designing and delivering Safeguarding training.
  • Excellent interpersonal skills
  • Computer skills – Microsoft 365

  • A belief in the potential of deaf children.
  • A commitment to participatory approaches in training.
  • Willingness to learn about the issues affecting deaf children, young people, and their families in Indonesia and globally.
  • Enthusiasm and commitment to Deaf Child Worldwide and National Deaf Children Society’s Vision & Values statement, and policies of Informed Choice and Equal Opportunities.
  • Adherence to Deaf Child Worldwide’s Child Protection and Safeguarding Policy.
