Fish Right is the United States’ flagship initiative for fisheries and maritime security in the Philippines. The maritime resources within the Philippine Exclusive Economic Zone (EEZ) are strategically vital to local resilience and U.S. interests in the Indo-Pacific. However, these resources face significant pressure from illicit maritime activity, illegal, unreported, and unregulated (IUU) fishing, and destructive practices. Protecting the EEZ remains a national security priority to deter aggression and safeguard mutual economic and security interests.
Fish Right works to strengthen whole-of-government coordination to improve maritime domain awareness and response. To protect fishing incomes, uphold the rules-based order, and sustain a steady civilian presence in the West Philippine Sea, Fish Right has identified community-led maritime reporting as a key strategy for improved safety and security at sea. We have conducted a series of focus group discussions and key informant interviews to verify these efforts.
We are seeking a service provider to transcribe these interviews and translate them from Filipino to English. This work will contribute to the various data analyses currently being undertaken by the Fish Right – University of Rhode Island team.
Position: Service Provider for Interview Transcriber and Translator
Reporting to: Chief of Party
Coordinates with: Social Mobilization Specialist
Responsibilities and Deliverables
The Service Provider will transcribe and translate the focus group discussions and semi-structured interviews with key informants from the Fish Right Program sites.
Specifically, the service provider will:
- Produce time-coded transcripts for ~30 hours of total audio recording, divided into interview locations: Bataan, Masinloc, Subic, Palawan (Quezon, Rizal, Punta Baja, PPC, Candawaga)
- Translate all transcripts into English
- Proofread English transcripts.
Confidentiality Clause
The Service Provider shall not disclose any information to third parties and must use such information solely for the purpose of providing the contracted services. Information obtained under this Agreement may not be used for any purpose other than those expressly set out herein. Additionally, the Service Provider is prohibited from sharing or retaining any copies of the raw or translated materials.
Reporting Requirements
The Service Provider will coordinate directly with the Social Mobilization Specialist to access audio materials and address any inquiries regarding the transcription and translation activity.
Narrative and specific outputs and accomplishments, as stated in the Responsibilities and Deliverables section of the Terms of Reference.

Period of Performance: 15 April - 15 May 2026 excluding declared non-working Philippine Holidays
