A consultant shall be retained to provide assistance to Burkina Faso, Chad, Equatorial Guinea, Gabon, Mauritania, Niger, Saint Vincent and the Grenadines, Sudan and Syria’s ministries of environment in undertaking the activities listed in each of the small-scale funding agreement (“agreement”) signed by these countries with UNEP/Secretariat of the Basel Convention. These agreements aim at assisting Burkina Faso, Chad, Equatorial Guinea, Gabon, Mauritania, Niger, Saint Vincent and the Grenadines, Sudan and Syria in the implementation of their compliance action plans, as approved by the Implementation and Compliance Committee in decisions CC-14/5, CC-14/11/Add.1, CC-14/6, CC-16/6, CC-16/8/Add.1, CC-14/17/Add.1, CC-14/7, CC-14/8,and CC-16/5, to resolve their implementation and compliance difficulties with their national reporting obligation under paragraph 3 of Article 13 of the Basel Convention.

Duties and Responsibilities
The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Secretariat of the Basel, Rotterdam and Stockholm conventions (BRS Secretariat) bring together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. The consultant will be under the supervision of the Programme Manager. The consultant’s responsibility will be to provide guidance and substantive support to Burkina Faso, Chad, Equatorial Guinea, Gabon, Mauritania, Niger, Saint Vincent and the Grenadines, Sudan and Syria to undertake activities of their respective compliance action plans of a legal and institutional nature, and deliver the following outputs: A.1-2 Substantive legal and policy inputs have been provided to the assessment reports of Mauritania and Syria’s legal and institutional frameworks, including possible gaps to fully implement the Basel Convention in order to enable compliance with the reporting obligations (activity completed in Burkina Faso, Chad, Equatorial Guinea, Gabon, Niger, Saint Vincent and the Grenadines and Sudan); B.1-2 Substantive legal and policy inputs have been provided to the programmes, presentations and other supporting materials of the inception meetings in Mauritania and Syria (activity completed in Burkina Faso, Chad, Equatorial Guinea, Gabon, Niger, Saint Vincent and the Grenadines and Sudan); C.1-2 Substantive legal and policy inputs have been provided to the preparation of the first and second draft legal and institutional mechanisms/ measures to ensure the sustainability of Mauritania and Syria’s compliance with their national reporting obligations (activity completed in Burkina Faso, Chad, Equatorial Guinea, Gabon, Niger, Saint Vincent and the Grenadines and Sudan); D.1-4 Substantive legal and policy inputs have been provided to programmes, presentations and other supporting materials of the awareness-raising and training workshops in Gabon, Mauritania, Niger and Syria (activity completed in Burkina Faso, Chad, Equatorial Guinea, Saint Vincent and the Grenadines and Sudan); E.1-6 Substantive legal and policy inputs have been provided to the third draft legal and institutional mechanisms/ measures developed by Burkina Faso, Chad, Gabon, Mauritania, Niger and Syria (activity completed in Equatorial Guinea, Saint Vincent and the Grenadines and Sudan); F.1-9 Substantive legal and policy inputs have been provided to the final draft legal and institutional mechanisms/ measures developed by Burkina Faso, Chad, Equatorial Guinea, Gabon, Mauritania, Niger, Saint Vincent and the Grenadines, Sudan and Syria, incorporating feedback received from stakeholders during the evaluation meeting, and for transmission to the relevant entities responsible for consideration and/or adoption.

Qualifications/special skills
Academical qualifications: An advanced university degree (master’s degree or equivalent) in law or environmental sciences or engineering is required. A first-level degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least seven years’ work experience in the field of environmental law is required.
• Demonstrable experience with the implementation and enforcement of multilateral environmental agreements, including the Basel Convention, is desirable

Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (including reading and writing skills) is required. Knowledge of French is desirable.
