Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.

Within the framework of OCP's safeguarding policy, the Operational Safeguarding Project Manager contributes to the integration within operational missions of the various actions and measures defined according to the action plan, and by articulating the collaboration of operations with the various referents of support departments – or even other MSF entities as needed.

Purpose:

Within the framework of OCP's safeguarding policy, the Operational Safeguarding Project Manager contributes to the integration within operational missions of the various actions and measures defined according to the action plan, and by articulating the collaboration of operations with the various referents of support departments – or even other MSF entities as needed.

Mission & main activities:

The mission is to manage certain ongoing cases, mostly interdepartmental, essential to the deployment of safeguarding, to finalize them and deliver them.

The activities, according to the different sections of the file, are as follows:

Communication Pillar:

• Contribute to the communication and dissemination strategy of the safeguarding policy
• To publicize and ensure that the dissemination of the safeguarding policy, according to the different levels of the operational chain, is consistent.
• Ensure that interdepartmental and cross-cutting efforts in Communication safeguarding are combined and optimized together.
• Provide support to the Steering Committee for the safeguarding page on Sharek (updates, monitoring, feedback)
Engagement Pillar - Awareness component:

• Regularly evaluate/review existing and/or project-based awareness-raising materials, according to the specific staff, for example: MSF contracted staff, day laborers, partnership staff (i.e., MSP) in order to adjust them accordingly.
• In coordination with patient rights and community engagement officers (PCA, HPCE, PS, etc.), contribute to the development of the safeguarding awareness strategy in projects with community activities.
• Identify the needs in terms of communication media (visual, audio, digital, other) and the necessary adjustments according to the specific characteristics of the project environment (translation, graphic design, design, etc.)
Prevention Pillar:

• Contribute/participate in the proper coordination between operations – safeguarding group operations – and the various departmental stakeholders, according to the progress of their prevention plans.
• Contribute to the development of a thematic guide to analyze the difficulties staff and patients face in accessing reporting devices/mechanisms.
Cross-functional role:

Ensure/oversee the consistency of safeguarding practices and information with support/business departments.

• With the HR department:
• L&D department: continue providing support for the integration of safeguarding into training programs.
• Recruitment department: as soon as the "Safe recruitment" guide is finalized, ensure that the process runs smoothly.
• HR Ops/ POT/ GP: participate in the review of job profiles (particularly for the Head of Mission and the Project Coordinator) to ensure the integration of safeguarding practices into the R&R of operational managers.
• Other departments:
• Under the operational safeguarding reference, participate in the working sessions of safeguarding projects led by support/business departments, for example in the areas of logistics, IT/operational IT (SAFER)
• Provide safeguarding support and expertise in workshops or events organized by business departments (e.g., CJP training sessions)
Formation

A university degree in humanitarian affairs, international cooperation, or human rights, or equivalent qualifications, is required. Safeguarding training is an asset.

Knowledge & Experience

• Solid knowledge of safeguarding/PSEA policies, fundamental ethical principles (principle of "do no harm", confidentiality, informed consent) as well as socio-cultural issues in humanitarian and/or medical-humanitarian contexts.
• At least three years of experience as a Safeguarding/PSEA Lead and/or Coordinator within a humanitarian or medical organization is a major asset.
• Proven experience in interdepartmental coordination (HR, Operations, Logistics, Supply, Medical) in order to integrate safeguarding across organizational practices.
• Experience in developing and implementing tools, procedures and organizational practices related to safeguarding.
• Expertise in designing learning strategies and developing educational tools (training programs, train-the-trainer programs – ToT, e-learning modules), adapted to diverse audiences, from field staff to senior management.
Qualities & Skills

• Excellent collaborative work skills, able to work in multidisciplinary and cross-functional teams.
• Ability to simplify and address sensitive topics to diverse audiences
• Strong organizational skills and meticulousness in developing appropriate procedures and tools
• Ability to work independently and manage priorities
• Excellent communication skills, both written and oral.
LANGUAGES

Fluency in French and English, both written and spoken.
Minimum level B2 in at least one of the two languages, with strong writing skills.

Status and conditions

Status: Fixed-term contract of 6 months, full-time. Management position, based in Paris. Teleworking according to MSF's rules (2 days/week).

Conditions: €50,800 gross annual salary over 13 months. 22 days of paid time off per year. Supplementary health insurance fully covered by Doctors Without Borders. Meal vouchers with a face value of €12 (60% covered by Doctors Without Borders). 50% reimbursement of public transport costs.
Due to administrative requirements related to the contract duration, candidates must already hold a work permit in France (EU citizen) or a residence permit allowing them to work in France.
