The Department of Science and Technology-Central Office (DOST-CO) has received financing from the World Bank toward the cost of the Grant Facility for Project Preparation (GFPP) for the "Technology-driven, Human-Centered Climate and Disaster Resilience through Innovation for Vulnerable Empowerment (THRIVE) Project" and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include the preparation of the full Project Procurement Strategy for Development (PPSD) for the main THRIVE Project and the provision of technical guidance and advisory support to the Project Management Office (PMO) in procurement planning, complex market research (for hydromet, geological, and ICT systems), risk analysis, and the preparation of bidding document templates, as well as capacity building onWorld Bank Procurement the use of the World Bank Systematic Tracking of Exchanges in Procurement (STEP).

The estimated level of effort is One Hundred Twenty (120) days until the completion of the project deliverables, commencing upon Contract Signing.

The criteria for selecting the Consultant are:

Education: Degree in Procurement, Engineering, Business, Economics, Public Administration, Law, or related field (postgraduate degree preferred).
Professional Experience: At least 10 years of demonstrated procurement experience, specifically in preparing procurement strategies for large, complex, or technology-driven projects involving international markets.
Technical Expertise: Proven experience in preparing or reviewing at least three (3) Project Procurement Strategy for Development (PPSD) documents, ideally for infrastructure, ICT, or disaster resilience projects.
World Bank Framework: Strong working knowledge and practical experience with World Bank Procurement Regulations and procurement planning tools (STEP).
Specialized Knowledge: Experience with high-technology systems (ICT, engineering, or hydromet/geohazard monitoring) and Value for Money (VfM) analysis is a significant advantage.

DOST-CO now invites eligible individuals ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms' staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.
