REF: TOR - FOR THE RECRUITMENT OF HR FIRM TO FACILITATE THE RECRUITMENT OF THE EXECUTIVE DIRECTOR POSITION
1. Invitation to tender
The African Constituency Bureau for the Global Fund (ACB) invites reputable and competent Human Resources recruitment firms to bid for the assignment to recruit its Executive Director/ Chief Executive Officer. The position is tenable at the ACB offices in Addis Ababa Ethiopia.
2. Organisational profile
ACB was established in 2012 by a resolution of African Ministers of Health. The Bureaus effectively started operating in March 2017 as a policy Think Tank for African Constituencies of the Global Fund. The two constituencies representing Africa are West and Central Africa (WCA) and Eastern and Southern African (ESA) representing 46 African countries. The Bureau is governed by a Board drawn from African governments, with selective representation from strategic development partners. The mandate of the Bureau is to strengthen the capacity of the African representatives on the Global Fund, with the aim of inspiring and influencing GF policies, governance and operational practices (i.e. allocation of resources) that are responsive to the Africa needs and priorities in addressing HIV, TB and Malaria (HTM). Looking into the future, the scope of support to Africa Board and Committee members is expected to expand beyond GF to include Africa Represtatives in other GHIs. The core activities of the Bureau include the following –
- Policy Analysis: ACB conducts policy research and develops policy briefs, discussion papers, and position papers position papers that reflect Africa’s priorities for Global Fund Committee and Board Members. within the Global Fund.
- ACB fosters partnerships with technical and academic organizations, including the Africa Leaders Malaria Intiative, Stop TB, UNAIDS, WHO, Africa CDC, Universities in policy analysis and research.
- Organize consultative and dialogue meetings with the 46 African countries, for bi-directional communication to one hand draw country perspectives and issues on thematic issues related to GF and provide feedback from GF.
- Regional Health Integration and Coordination: : ACB collaborates with AUC, Africa CDC, WHO AFRO and other regional organizations to improve health policy alignment and enhance the coordination of health initiatives across African countries such as the Lusaka Agenda
- Facilitate networking, collaboration, and liaison between the two African constituencies and other Global Fund constituencies.
- Technical Support for Constituencies: ACB offers technical assistance to support country-level engagement with the Global Fund and ensure that African countries are well-prepared to participate in policy discussions.
- Resource mobilization to secure funding and oversee grant management’
- Organizational Development and Human Resource Management
- Develop and implement effective communication strategies to raise awareness, share updates, and promote the ACB’s work across stakeholders
The ACB scope of work is premised on its Strategic Plan 2022 – 2025. Additional work emerges from the Theory of Change and Results Framework, new strategic partnership engagements that are aligned with the overall ACB mandate and strategic objectives.
3. ED Position profile
The Executive Director (ED) is the senior most officer of the Bureau who is charged with the responsibility and mandate to ensure effective and efficient operations of the Bureau. The ED reports directly to the ACB Board. The ED is the equally responsible for the efficient and effective use of the Bureau’s financial and human resources. The ED oversees the Bureau’s programme planning and development, resource mobilisation. In collaboration with the Board, the ED provides good governance, leadership, management and coordination of the Bureau and the functionality of the Board. The ED is equally responsible for identifying and developing strategic partnerships with other development partners especially within the global Health Institutions and African inter-government agencies including the Africa Union Commission, The Africa Centre for Disease Control and regional economic commissions among others. With support from technical staff in the secretariat, the ED supports GF Communication Focal Points persons for the WCA and ESA constituencies.
The position demands a high level of strategic thinking, organisational and management capabilities, political astuteness, good advocacy and communication skills, and extensive experience in managing programmes related to HIV, TB and Malaria preferably at a regional level. The ED is the face of the African constituencies in most Global, Regional and country level forums and engagements with support of ACB board members.
4. TOR for recruitment Firm
The selected firm will be expected to provide the following services to the ACB Board through the current ED -
- Review and firm up the TORS for the ED position
- Develop an appropriate advert in collaboration with the ACB ED, inviting potential candidates to apply
- Identify at least three reputable high profile HR recruitment platforms where such an advert will be placed. The platforms must be accessible globally, by potential applicants,
- Be able to undertake a timely, professional, un-biased evidence based review of applications and facilitate shortlisting of at least three best qualified candidates for final considerations by the ACB Board.
- Indicate the process and criteria that will be used to select and short list the candidates.
- Collect and submit all the applications received to ACB, and indicate the profiles of the three best candidates short listed
5. Requirements
The bidding firm is required to submit a “bid” document to ACB Executive Director. The Bid Documents should be a maximum of five (5) pages excluding any appendixes. The bid document should include the information -
- Evidence of the firms legal status – registration certificate or licence
- A brief profile of the firm indicating – experience and technical capacity to undertake the assignment,
- A least three examples of previous similar recruitment conducted.
- An indicative budget (fees) for undertaking the assignment, given in US Dollars
- Approach and methodology for achieving the consultancy objectives.
- Detailed work plan and timeline.
- Attach the CV of the lead consultant / contact person who will be responsible for managing the assignment.
- Provide contact information for three client references.
- Provide contact information of the firm, including the name and contact information of the focal point person for this assignment.
6. Timeline:
The consultancy is expected to be conducted over a period of maximum period of 2 Months, starting from 15th December 2024.
7. Criteria For Selecting The Best Offer
Selection of the successful firm/individual will be based on quality-cost considerations and proposals will be evaluated as follows:
- Technical Proposal: 70%
- Financial Proposal: 30%
8. Conditions of Appointment
- The bid document should be a maximum of 10 pages.
- ACB Board reserves the right to accept or reject a bid, without the obligation to provide a reason.
- Incomplete bids will be disqualified.
- Only short listed firms will be notified of the status of their bids.
- Any form of canvasing on the bid, directly or indirectly with will render the bid, unacceptable.
