TITLE OF CONSULTANCY: Project Coordinator

Pre-existing residency in Indonesia and Right to Work is a requirement for application (relocation package will not be provided).

 
REPORTS TO: Head of International Programme, Deaf Child Worldwide
 
LOCATION: Indonesia – East Java Province. This is a home-based position with some travel required to project locations within East Java and to Jakarta.
 
DURATION OF CONSULTANCY: 12 months with potential for extension (approx. 14 days per month)
 
CONSULTANCY FEE: Negotiable - dependent on experience. Fee will be inclusive of all benefits.

1. BACKGROUND 
 
1.1 Deaf Child Worldwide
 
Deaf Child Worldwide (DCW) is the international development arm of the National Deaf Children’s Society (NDCS) charity registered in England and Wales (1016532) and in Scotland (SC040779), company limited by guarantee registered in England no. 2752456. 
 
In line with our Every Moment Counts strategy, our international work is evolving to focus on the crucial importance of newborn hearing screening and early intervention in low- and middle-income countries.
 
Our goal is to make sure that as many deaf children as possible have their deafness identified as early as possible and receive high-quality and family-centred early intervention support. At a national level, ultimately, we are looking for universal newborn hearing screening and effective follow-up support to be fully embedded in countries where we work.
 
Deaf Child Worldwide (DCW) is strongly committed to safeguarding. 1.2 Our work in Indonesia
 
Deaf Child Worldwide, in partnership with three Indonesian organisations will implement a pilot project on the early identification and intervention for deaf children (0-5 years) in East Java province
 
[Note: Deaf Child Worldwide uses the term ‘deaf’ to describe all levels and types of hearing loss]
 
2. PURPOSE OF ROLE
 
Deaf Child Worldwide is looking for a consultant to be part of a two-member team of Project Coordinators for the pilot project.
 
The Project Coordinator will:
  • provide advisory support to partners.
  • assist partners with delivering shared project activities e.g. situational assessment.
  • lead with planning and delivery of centralised activities that are to be led by DCW e.g. pilot project launch event, annual review meetings.
  • be responsible for the monitoring of project activities (in assigned pilot study areas).
  • assist partners and the DCW UK team with the development of project resources e.g. information products for families of deaf children.
  • ensure partners submit their reports to DCW UK on time; assist DCW UK team in reviewing quarterly narrative reports, request clarifications from partners, and flag any concerns with the Head of International Programme.
  • develop and maintain links with external stakeholders on behalf of DCW and support partners in their engagement with relevant stakeholders
  • support DCW’s Head of International Programme with partner due diligence checks.
  • contribute towards the overall strategic development of the DCW programme in Indonesia. To this end, coordinate with the other DCW Project Coordinator to support the Head of International Programme in the delivery of project responsibilities. 

       3. SAFEGUARDING

The Consultant will:
  • Support the Country Designated Safeguarding Officer with the monitoring of partners’ implementation of their respective Safeguarding policies.
  • Report any safeguarding concerns to the Country Designated Safeguarding Officer and/or the Head of International Programme.

       4. OTHER

  • Promote the vision and values of Deaf Child Worldwide.
  • Comply with all DCW policies and procedures.
  • Undertake any other duties compatible with the nature of this post as directed by the Head of International Programme.  
SELECTION CRITERIA
 
We are seeking a qualified professional with significant experience in project management and work with NGOs. The person to whom the contract is awarded will need to meet the following criteria:
 
1. Qualifications
  • A university degree in International Development, Project/ Programme Management, or other relevant field and/or equivalent experience. 
2. Essential experience
  • At least 7 years’ experience in project management in the development sector, preferably on disability-related or health projects.
  • Experience in monitoring of projects using participatory approaches and tools to collect data.
  • Experience of developing, monitoring, and managing budgets.
  • Report writing skills.  
3. Desirable:
  • Experience as a Teacher of the Deaf.
  • Background in Safeguarding.
  • Knowledge of BISINDO is an added advantage. 
4. Essential knowledge and understanding:
  • Public health context and disability context in Indonesia.
  • Project cycle management, including financial management.
  • Planning, Monitoring & Evaluation systems. 
5. Essential skills
  • Ability to establish good working relationships with a wide range of people at all levels from different cultural backgrounds including both senior and grassroots professionals working in the disability and development sector, government officials, parents and deaf children.
  • Ability to work independently and as part of a team, maintaining contact with line management at distance.
  • Excellent interpersonal and communication skills.
  • Ability to present coherent recommendations to partners.
  • Ability to plan and review work strategically and take the initiative in problem solving.
  • Ability to manage changing workloads and prioritise competing deadlines.
  • Ability to deal with difficult or sensitive issues requiring tact and diplomacy.
  • Computer skills – Microsoft 365
6. Attitudes
  • Commitment to and understanding of the social model of disability and rights-based approaches.
  • A belief in the potential of deaf children.
  • A commitment to participatory approaches in training and project management.
  • An ability to be open-minded, flexible and willing to innovate.
  • Willingness to learn about the issues affecting deaf children, young people, and their families in Indonesia and globally. 
7. Other
  • Being able to travel to project areas in East Java regularly. Occasional travel to Jakarta.
