Introduction
 
Enterprise Georgia (EG), within the Relief and Recovery for Micro, Small and Medium Enterprises (MSMEs) Project supported by the World Bank (WB), intends to apply part of the loan proceeds for consulting services of two (2) Strategic Development Specialists within the Analysis, Monitoring, and Evaluation Department at the Central Office.
 
The Project Development Objective for the Relief and Recovery for MSME operation is to provide relief to MSMEs and support their recovery, including by strengthening the enabling environment for access to finance.
 
Project Description
 
The Project will be implemented nationwide and will consist of four components:
 
Component 1 – Financial relief and recovery for MSMEs
 
Component 2 – Digital payments & financial infrastructure upgrading
 
Component 3 – Project management and Monitoring
 
Component 4 – Contingent Emergency Response Component
 
A substantial portion of the Project activities fall under Component 1. Component 1 will be implemented by EG, which is a governmental economic development agency operating under the Ministry of Economy and Sustainable Development of Georgia. It comprises the following sub-components:
 
Sub-component 1.1 - micro-grants to finance working capital and fixed assets for micro and small firms.
Sub-component 1.2 - co-financing interest payments on loans underwritten by participating financial institutions (PFIs).
Sub-component 1.3 - partial credit guarantees for loans issued by PFIs.
Sub-component 1.4 - technical assistance for COVID-proofing and digitalization of MSMEs.
 
Objectives of the assignment
 
The assignment serves to strengthen the mandate and capacity of the Analysis, Monitoring, and Evaluation Department of Enterprise Georgia. To this end, a Strategic Development Unit has been established within the Department to ensure that all EG activities, including Component 1, are strategically aligned, effectively implemented, and reported in full compliance with the World Bank's standards and requirements. The Unit also supports the upcoming impact assessment process, contributes to the long-term sustainability of interventions, and monitors the quality of services provided to SMEs across the country.
 
The Strategic Development Specialist will report to the Senior Strategic Development Manager and will support the work of the Strategic Development Unit by contributing to analytical, monitoring, and reporting activities related to all four sub-components. The Analysts will also assist in translating monitoring and evaluation (M&E) findings into practical insights and inputs that support the improvement of EG programs.
 
Scope of Work of the Strategic Development Specialist
 
The Strategic Development Specialist will be part of the Strategic Development Unit within the Analysis, Monitoring, and Evaluation Department at the Central Office. The Specialist will support the Unit in analytical, monitoring, and reporting activities related to Enterprise Georgia programs, including activities under Component 1 of the Project.
 
The role focuses on supporting data analysis, monitoring processes, and reporting tasks to help ensure effective program implementation and compliance with World Bank requirements.
 
The Strategic Development Specialist will report to the Senior Strategic Development Manager (Head of the Strategic Development Unit).
 
Key responsibilities include:
  • Support the Strategic Development Unit in collecting, organizing, and analyzing data related to Enterprise Georgia programs and services;
  • Assist in the preparation of analytical reports, presentations, and other materials for internal and external stakeholders;
  • Support the preparation of monitoring reports and documentation aligned with World Bank requirements;
  • Assist in maintaining datasets, dashboards, and analytical tools used for monitoring program performance;
  • Conduct basic data analysis to support evidence-based decision-making within the Unit;
  • Support the impact assessment process by assisting with data preparation, documentation, and analytical inputs;
  • Assist in monitoring the implementation of recommendations and tracking progress across relevant programs;
  • Contribute to documenting lessons learned, success stories, and knowledge management materials;
  • Support stakeholder coordination and information collection when required;
  • Carry out detailed and routine analytical and monitoring tasks requiring a high level of accuracy and attention to detail;
  • Proactively identify data inconsistencies or analytical insights and bring them to the attention of the Unit;
  • Perform other tasks related to monitoring, analysis, and reporting as assigned by the Senior Strategic Development Manager.
Reporting and Deliverables
 
The Strategic Development Specialist shall be responsible for preparing and delivering regular reports to internal management and other relevant stakeholders, including:
  • Ad hoc analytical briefs and strategic documents for internal and external use;
  • Support preparation of presentations and inputs for senior management briefings;
  • Weekly, Monthly, and Annual performance reports;
  • Monitoring and analytical reports supporting program performance tracking.
The candidate shall meet the following qualification requirements:
  • Bachelor's degree in economics, business administration, statistics, public policy, or related field;
  • Minimum one (1) year of professional work experience in data analysis, monitoring and evaluation, research, economic policy, or a related field;
  • Strong analytical thinking and attention to detail;
  • Ability to work with data and prepare structured reports;
  • Ability to perform routine analytical tasks with accuracy and consistency;
  • Proficiency in Microsoft Excel and other MS Office tools;
  • English proficiency at B2 level.
  • Previous internship or academic experience related to data analysis, research, or monitoring is considered an asset.

Duration
 
The Specialist will be hired under a full-time, time-based one-year contract with the possibility of extension.
 
Contract will be extended on annual basis subject to satisfactory performance and agreement of parties of the contract.
 
The estimated gross amount is GEL 2,500.00 – 3,000.00 per month, and will be subject to negotiations with the successful candidate.
 
Facilities and Services to be provided by the Client:
 
The Client shall provide office area and facilities, office equipment and communication necessary to carry out the services. The Client shall also provide all necessary information and documents for that purpose.
 
The attention of interested Consultants is drawn to paragraph 3.14 "Conflict of Interest" of the World Bank's Guidelines: World Bank's "Procurement Regulations for IPF Borrower, July 2016, revised November 2017, revised August 2018, revised November 2020 and revised September 2023", setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The Consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm's consulting services in accordance with the requirements of paragraphs 3.16, 3.17 and 3.18 of the Guidelines.
 
An individual consultant will be selected in accordance with the procedures set out in World Bank's Guidelines: World Bank's "Procurement Regulations for IPF Borrower, July 2016, revised November 2017, revised August 2018, revised November 2020 and revised September 2023", "Selection of Individual Consultants".
