2. Background
PATH supports a growing portfolio of programs and engagements in Bangladesh, including workshops, meetings, learning visits, and other convenings involving domestic and international participants. Recent activities have increased in volume, frequency, and logistical complexity, requiring dependable local support to manage travel arrangements, venues, per diem and stipend processes, and on?the?ground coordination, often under tight timelines.
 
To ensure efficient delivery of these activities and compliance with donor and organizational requirements, PATH seeks to engage a qualified event and travel management firm with demonstrated experience operating in Bangladesh and supporting donor?funded programs.
 
3. Objectives
The objective of this Request for Quotations (RFQ) is to identify a firm capable of providing comprehensive logistics, travel, and event management support for PATH-supported activities in Bangladesh.
 
Specifically, the selected vendor will be expected to:
  • Provide timely and reliable logistical support for meetings, workshops, and learning visits
  • Coordinate travel, accommodation, venues, local transportation, and related services
  • Support per diem and stipend administration in accordance with PATH and donor requirements
  • Operate with strong financial controls and documentation
  • Respond flexibly to short-notice changes and urgent operational needs  
Through this RFQ, PATH aims to establish a cost-effective, dependable partnership that enables smooth program implementation while ensuring transparency, accountability, and operational efficiency.
 
4. Scope of Services
 
The scope of services includes, but is not limited to, the following:
 
A. Event and Meeting Logistics
  • Plan and coordinate meetings, workshops, learning visits, and pre-conference activities
  • Identify, book, and manage venues, meeting rooms, and workshop facilities
  • Arrange catering, audio-visual equipment, interpretation, printing, and related event services
  • Provide on-site logistical support, including registration, participant coordination, and issue resolution
B. Travel and Transportation Coordination
  • Coordinate domestic and international travel, including flights, hotel accommodations, and ground transportation
  • Arrange airport transfers and local transportation for individuals and groups
  • Manage group movements and complex itineraries
  • Support itinerary changes, cancellations, and re-bookings as required  
C. Per Diem and Stipend Support
  • Support per diem and stipend disbursement in accordance with PATH and donor requirements, including the ability to disburse the funds in USD
  • Track participants and coordinate disbursements during events and activities
  • Collect acknowledgements, receipts, and other required supporting documentation
D. Vendor Coordination and Cost Management
  • Liaise with hotels, transport providers, venues, and other local service providers
  • Support cost control efforts and obtain competitive rates where feasible
  • Coordinate services in line with approved budgets and activity plans
E. Financial Documentation and Compliance
  • Prepare and submit clear, itemized invoices with required supporting documentation
  • Maintain accurate, complete, and audit-ready records for all activities
  • Comply with PATH requirements and applicable local tax and VAT regulations
F. Responsiveness and Communication
  • Respond to short-notice requests and urgent operational needs
  • Maintain regular communication with PATH staff before, during, and after activities
  • Provide timely updates on logistics status, risks, and issue resolution G. Miscellaneous Support:
  • Provide any additional assistance requested by PATH to ensure smooth and efficient execution of the event and related activities.
