The World Organisation Against Torture Office in Brussels is seeking to recruit a highly motivated, thorough and versatile individual, with a commitment to human rights and strong skills in human resources and financial administration, to support its Operations Team. The position is a part-time position.
ABOUT THE OMCT
The OMCT works with around 200 member organisations which constitute its SOS-Torture Network, to end torture, fight impunity and protect human rights defenders worldwide. Together, we make up the largest global group actively standing up to torture in more than 75 countries. Helping local voices be heard, we support our vital partners in the field and provide direct assistance to victims. Our headquarters is based in Geneva, with offices in Brussels and Tunis.
ROLE & RESPONSIBILITIES
The Coordinator will work under the supervision of the co-head of the Brussels office in charge of Operations. Their primary responsibilities include management and follow-up of human resources, including salaries payments, and strengthening of financial management capacity of the Brussels Office, including by processing payments, maintaining financial and administrative records and providing general administrative support.
Key responsibilities of the position include:
Administration and Human resources
Working with the co-director of the Office in charge of Operations and in close collaboration with the Human Resources unit in Geneva, the Coordinator will ensure the following tasks are diligently fulfilled:
- Oversee onboarding and offboarding processes, induction, and logistical arrangements for new staff.
- Act as the primary liaison with the Social Secretariat (UCM) for payroll and HR management
- Process monthly payroll payments, social security contributions, etc., and coordinate with the Finance team to ensure accurate payroll records with supporting documentation.
- Manage day-to-day HR management – including maintaining employees records, internal communication, overseeing office attendance and leaves, and support to staff for all HR related questions.
- Ensure compliance with workplace health and safety regulations
- Handle the preparation, submission, and follow-up of work permit applications for international staff.
- Ensure that internal policies comply with Belgian labor law and align with the organisation's global HR framework, in close collaboration with the HR Management Unit in Geneva.
Finance and Accounting
In close link with the Finance Unit in Geneva, and in collaboration with the Accountant, the Coordinator will ensure the following tasks allowing for a smooth functioning of the office:
Payments
- Payments of office-related payments and support colleagues with project-related payments and ensure accurate financial data entry, in link with Geneva Office.
- Maintain a cash register for the office's cash requirements, including small office purchases and visitor per diems.
Accounting / Financial Records
- Maintain accurate and up-to-date records of financial transactions in the organisation’s internal database and transfer to accounting software.
- Perform monthly updates related to credit cards, payroll, and exchange rates, ensuring all supporting documents and cost allocation details are complete.
- Ensuring semiannual closing of accounts, verification of supplier accounts and reconciliation of payroll costs between accounting and UCM recap
- Assist with audits preparation, closely with Brussels-based colleagues and Finance Team in Geneva.
Other tasks: Logistics and Office Administration Supervision
- Supervise the logistics operations of the office with a Logistics assistant
- Contribute to process improvements and help streamline operational workflows.
QUALIFICATIONS REQUIRED
- Diploma in human resources, finance, administration or similar field of occupation.
- Basic principles of Belgian accounting, financial management and human resources
- At least three years of experience in office management, human resources, financial administration or related field.
- Proficiency in Microsoft 365 (including Teams, Excel, and Outlook) and experience with financial databases or accounting software
- Language skills: fluency in English and French; Dutch is an asset.

- Excellent attention to details, strong organisational and time-management skills
- Strong communication and interpersonal skills, ability to maintain collaborative relationships with people from diverse ethnic and cultural backgrounds in different offices.
- Initiative and motivation: being self-driven and solution oriented; able to use own initiative and work independently within agreed frameworks.

OMCT is an equal opportunities employer.
Based on a 100% pensum, the range for the annual gross salary for this post is between 45’600 and 49’200 EURO. OMCT offers a lunch allowance (chèque-repas), 20 days holidays from year 1 and 25 from year 2.
The salary, holiday entitlement, and benefits will be prorated to the 80% workload.
