Professional Experience:

o I am a humanitarian and development professional with diverse experience and expertise from different contexts. Working as programs operation manager with Islamic Relief Worldwide- Afghanistan provide me opportunity to learn the best practices and effective programs of the organization implemented in Afghanistan and other 21 countries. Working as international delegate with IFRC which the world largest humanitarian organization, I have learned the best practices and challenges of 38 countries of Asia Pacific in the areas of humanitarian response, health and nutrition, IDP, livelihood, WASH, migration and displacement and Shelter. I will be happy to replicate the lesson learnt of my 34 years of careers and diverse experience for the proposed position.
I have been involved in local capacity building since last 20 years as trainer, facilitator, coach, and Master trainer in the areas of public health, maternal health, migration and displacement, violence against children and women, humanitarian services, HR, M/E and Institutional capacity building. I have facilitated several trainings on the above-mentioned areas to different staff of organization both national and international. In addition, I have developed guidelines and tools for different areas of organization. Serving at the senior and top level of leadership, I was responsible to maintain close working relationship internally and with external stakeholders.
Out of 34 years of my careers, I worked for more than 20 years at the top and senior leadership position with different national and international organizations. Being as international delegate -emergency operation coordinator in IFRC Asia Pacific regional office, I was responsible for providing strategic leadership and guidance for effective emergency operations in 8 countries of South Asia region. I have worked with different donors including UN, ECHO, EU, USAID, World bank, Asian Development Banks and others. I represented the organizations in national, regional and international forums and coordination meetings. I have good leadership skills with experience in management, supervision and capacity building of diverse teams.

- Programme Design
I have been extensively involved program design while working with different organizations since 1998 as regional program manager, National training program coordinator, National HRD program officer and country director. The focus of the program was health, WASH, emergency response, women empowerment, volunteer management, OD, advocacy, and youth development.

- Programme Management
Out of 34 years of my professional career, I have worked in middle, senior and top-level management position for 26 years and was extensive involved in management of program and operation such as health, emergency response, management of flood , landslide, drought and man-made disaster and crisis in different provinces of Afghanistan. I was able to manage different cadre of staff, including international consultant ranges from 75- 250. I have completed numerous rapid assessments, mutli-cluster assessments, feasibility studies and lead different level planning processes including operation and strategic plan.
- Programme Quality and Accountability
I have solid experience in program quality, development of quality assurance tools, monitoring, evaluation, and learning. Working for six year as senior consultant, I was engaged mainly in baseline, midline, endline assessment, research, capacity building and development of guidelines for senior and mid-level managers of different organizations in the areas that are aligned with IFRC and ARCS in Afghanistan and in APRO( Asia Pacific Regional Office- IFRC-Malaysia). I have extensive experience working with community, establishment of FRM system and tools, integration of gender into program and operation, training of senior staff on gender, advocating with religious leaders and parliamentarian for support of women health and rights.
- Coordination and Networking:
Working at senior positions, I was mainly involved building networks and coordinate organization program and projects with relevant stakeholders both government, UN, donors, and private sectors. My strong advocacy skills enable me to develop partnerships with different organizations and to gain support of relevant government stakeholders for program implementation.
Finance and internal control:
I have sufficient experience of finance management, and I was able to develop internal control

system for the organization and able to receive unqualified-clean audit report from world top 20 audit firms including KPMG, Earnest and Young, Baker Tally international and others on annual basis during my eight-year career as country director. I was able to make sure the organization was internationally accredited every three years through multi-disciplinary team of different countries and through structured process focusing on government, finance, internal control , resource mobilization, coordination, and advocacy.
- International Capacity building expertise and experience
o I have working experience in training facilitation and development of training manuals and materials for the last 20 years. I have certificates of Master Trainer from different national and international organizations including USAID and International Finance Corporation (IFC) supported by World Bank. I have received numerous training courses on program development and management inside and outside the country.
o Participation at around 90 trainings and meetings in 20 countries of the world in the areas of governance, donor relationship, fund raising, organization development, finance and proposal writing provides me opportunity to learn best practices and experiences of different context related to program management, health, education, women economic development, advocacy, and strategic planning.
