Professional Experience:
Dr. Marsh has over twenty years professional experience in the design, delivery and evaluation of development programmes in a wide range of sectors including governance, human rights, natural resource management, rule of Law, SDGs. She has worked extensively with governments, RECs, MDAs, Legislatures, CSOs, and private sector organisations on policy development, institutional reforms and capacity strengthening. Her experience covers several regions including Africa, Asia, Middle East and Pacific regions.
She has extensive experience in designing, delivering operational programmes, reviewing public sector performance, national vision and development planning, managing institutional reforms, capacity strengthening, policy decentralisation, anti-corruption, citizen engagement and multi-stakeholder processes. She has specific expertise in change management, results-based performance management, tracking development indicators, gender and inclusive development.
