Professional Experience:

**Professional Summary of Experience**

I am a health economist and Health Systems Strengthening (HSS) specialist with around 20 years of experience across South Asia and Africa. My work links policy, financing and service delivery so that reforms are technically sound and implementable. I have worked inside the WHO system, with ministries, and on donor-funded programmes, and I now offer independent consultancy services to UN agencies, development partners and consulting firms.

**WHO Experience**

I spent eight years with the World Health Organization in Bangladesh and South Africa, after an internship in the Health Governance and Financing department at WHO Geneva in 2011. As Technical Officer for Integrated Health Service Delivery, I advised ministries of health on strengthening primary health care as the route to Universal Health Coverage, connecting financing, governance and service delivery questions that are often handled separately.

At WHO I learned to work across the full policy chain, from evidence and technical guidance to government dialogue and partner coordination. I understand how country, regional and headquarters offices function and how to deliver within institutional processes and timelines. I am on the WHO Talent Pool.

**Leading from the Front**

I lead teams by setting clear direction and taking responsibility for the hardest technical components myself. I led the Resilient and Sustainable Systems for Health (RSSH) component of the evaluation of The Global Fund project in Bangladesh, coordinating evidence from multiple sources, managing stakeholders with different priorities, and presenting findings that could influence programme decisions. I have delivered programmes worth up to USD 15 million and am comfortable being accountable for results, from setting strategy to presenting to senior government officials.

**Quality in Consulting Assignments**

My approach rests on structured analysis, evidence and practicality. In Bangladesh I have worked on:

- A national SDG monitoring framework.
- A healthcare quality assurance policy package, including an issue tree, hypothesis-driven analysis, an enabling legislation outline for a Healthcare Quality Authority, and a cost-benefit model for phased accreditation.
- Policy briefs and action reports for the Ministry of Health and Family Welfare, including integration of traditional medicine into public facilities.

I benchmark against international comparators and adapt them to local institutions and constraints. Every deliverable is designed to be usable by the client.

**Earlier Career**

At the Public Health Foundation of India (PHFI), I worked on immunisation coverage assessment from 2012 to 2018, building skills in data, evaluation and policy translation. In Ahmedabad, I worked with the municipal corporation on administering a 470-bed hospital, health workforce development and a medical and dental college project, which keeps my advice grounded in how facilities and workforces actually function.

**Areas of Expertise**

Health economics and financing; primary health care and integrated service delivery; health sector reform and governance; private sector engagement; digital health and AI in health; evaluation and SDGs.

**What I Offer**

Senior technical leadership, rigorous analysis and reliable delivery. I am open to short- and medium-term assignments in health financing, UHC roadmaps, PHC strengthening, evaluation and policy advisory work across regions.
