Emergency Response Manager Sudan
The Norwegian Refugee Council (NRC) is seeking an Emergency Response Manager (ERM) to oversee the overall country emergency response programme in Sudan, based in Al Geneina, Darfur. The ERM will lead the coordination, quality, management and reporting of emergency response activities, including those under the ECHO-funded Emergency Response consortium (FaSER) and UN pipelines. The role provides technical supervision of field emergency response teams responding to rapid-onset crises related to conflict displacement and natural disasters, coordinating emergency preparedness plans and minimum preparedness actions, and supervising emergency activities across NRC's geographical spread in Sudan. The role also serves as surge capacity, deployed to hotspot locations across Sudan.
Key responsibilities:
- Provide overall oversight, strategic development and operational management of emergency response interventions across the Country Office.
- Develop robust emergency set-ups based on needs analysis, and develop emergency response strategies and technical SOPs/guidelines.
- Develop and manage funding proposals, project budgets and donor reports.
- Coordinate emergency preparedness and response projects across the project management cycle, and manage the budget for the FaSER consortium portfolio, including burn rates.
- Provide programme support to Area Offices during emergencies, including overseeing cash and other distributions.
- Lead coordination meetings and emergency response plans; liaise with UN and I/NGO partners, local authorities and communities.
- Represent the RRM Consortium to donors, government and coordination bodies, including senior representation at state level.
Requirements:
- At least five years in a humanitarian programming environment, including three years in a project management position.
- Experience implementing the emergency programme cycle in complex, fragile and volatile contexts.
- Experience in cash-based programming and cash distribution modalities.
- Emergency response expertise, including Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms.
- Documented results related to the position's responsibilities.
- Fluency in English; strong Microsoft Office skills, especially Excel.
- Experience in consortiums and multi-agency projects; strong analysis and coordination skills; needs assessment, monitoring and evaluation, and programme development experience.
- Strong leadership skills and ability to work across cultures in sensitive environments.
- Technical expertise in Shelter/NFI, WASH, ICLA, Education or Camp Management/Protection is an advantage; Arabic is an advantage.
Terms: 12-month contract, renewable based on funding and performance. Grade 9 on NRC's national or international salary scale. Travel: 80%. Open to national and international candidates.
