VillageReach is seeking an experienced Project Officer to provide programmatic and operational support for the implementation of the ROHA (Rapid Response Outreach & Humanitarian Action) program in the Democratic Republic of the Congo. The program covers the humanitarian provinces of the east (Ituri, North Kivu, South Kivu, Maniema and Tanganyika) together with the Next Generation of Supply Chain (NGCA) provinces of Haut Lomami and Lualaba. The Project Officer will support the Senior Program Manager in strategic planning, coordination and supervision of the rapid-response and humanitarian action team.

Key responsibilities:

Support the Senior Program Manager in the strategic planning, execution and oversight of the ROHA program across the selected provinces.
Support the management of grant milestones, ensuring timely and quality delivery of all deliverables.
Participate in coordinating performance monitoring meetings.
Support provinces monthly in benchmarking administrative vaccination coverage data and categorizing health zones from best to worst performing.
Produce quarterly reports highlighting success stories, lessons learned and challenges.
Monitor key indicators: vaccine availability rate, drop-out rate, strategy implementation rate, quality supervision rate.
Oversee award budgets across the selected provinces, including expense approvals within delegated thresholds, reforecasting and final review of expenses.
Manage consultant contracts and subawards, ensuring partner due diligence, monitoring and documentation meet VillageReach and donor requirements.
Maintain award records, deliverables and programme documentation, and document donor discussions.

Requirements:

Minimum bachelor's degree in program management, public health, logistics or a related field.
Minimum 5 years of experience in immunization and public health.
Experience managing complex projects (budgets, awards, contracts, sub-awards) and working in a matrixed organization.
Experience working with the DRC Ministry of Health and thorough understanding of DRC health challenges.
Superb writing and analytical skills.
Extensive knowledge of managing health programs in emergencies (outbreaks, displacement, conflict).
Excellent command of French (spoken and written).
Cultural competency working with diverse groups, including displaced populations and host communities.
Strong program-management skills and multi-donor humanitarian coordination experience.
Proficiency in Microsoft Office Suite.
Strong planning, analysis, monitoring and evaluation skills for multi-provincial humanitarian programmes.
Willingness to travel frequently to intervention provinces, including volatile-security areas.
Knowledge of logistics of emergency health products (IEHK kits, EPI/PRO kits, nutrition inputs).

The position has no direct supervisory responsibilities and reports to the Senior Program Manager.
