Palladium is a global leader in the design, development and delivery of Positive Impact, working with governments, businesses and investors in 75+ countries. The PNG–Australia Strongim Wok Long Technical and Vocational Education and Training (TVET) (SWLT) program is a four-year, AUD 80 million investment by the Australian Government (DFAT) to strengthen Papua New Guinea's TVET sector, improving the quality, relevance and inclusiveness of skills development, national quality assurance systems, technical college standards and graduate employability.
The Monitoring, Evaluation and Learning (MEL) Adviser will provide MEL and performance management advisory support to PNG's Department of Higher Education, Research, Science, and Technology (DHERST) to strengthen its capability to monitor, evaluate, report on and learn from implementation of priority higher education and TVET reforms. The role supports improved decision-making, accountability, learning and adaptation by helping DHERST establish practical systems and processes for tracking reform progress, outcomes and longer-term impacts.
Key responsibilities:
- MEL and performance systems: review DHERST's existing MEL and performance frameworks, tools, indicators and data sources; support development or refinement of a practical MEL framework underpinned by a theory of change; develop outcome, output and process indicators aligned with DHERST's Corporate Plan; identify baselines, targets, collection methods and reporting formats; support dashboards and performance reporting systems.
- Reform monitoring, reporting and learning: support DHERST to monitor, evaluate and report on higher education and TVET reforms; improve reporting against GoPNG and sector commitments; establish regular progress review forums; contribute to reports, briefs, factsheets and knowledge products.
- Coordination and integration: work closely with DHERST counterparts, the SWLT team and DFAT; align MEL with planning, budgeting, reporting and digital systems; ensure approaches are proportionate, GEDSI-sensitive, locally led and sustainable.
- Capacity strengthening: mentor and coach DHERST staff to lead MEL functions; develop standard operating procedures, templates and guidance notes so MEL functions can be sustained beyond the assignment.
- Cross-cutting priorities: integrate gender equality, disability and social inclusion, child protection and PSEAH safeguarding, and support collection of disaggregated data.
