The Danish Refugee Council (DRC) is looking for a Liaison and Partnership Officer to support DRC's access, operations and partnerships across East Libya (and South Libya when needed), under the line management of the Country Director and the technical supervision of the Partnerships Coordinator. The role helps build and maintain relationships with local authorities, civil society actors, humanitarian partners and community leaders to support current and future programming.

Key responsibilities:
- Liaison and representation: act as focal point with local authorities, ministries and municipalities; facilitate approvals, permits and coordination for operations and staff movement; represent DRC in coordination meetings and stakeholder forums; draft official letters in Arabic and English.
- Operational and program support: support field teams in obtaining approvals, site access and logistical facilitation; help resolve access challenges; coordinate with logistics, security and program teams.
- Engagement and entry point analysis: identify opportunities for programming in under-served areas; provide contextual analysis and potential partners; support needs assessments, field visits and donor missions.
- Partner mapping, contract and sub-grant agreement (SGA) tracking: map and update information on national/local NGOs and CSOs; maintain partnership databases and trackers; file and archive agreements; follow up on amendments, extensions and renewals; support due diligence and capacity assessments.
- Field monitoring and partner follow-up: support field visits to partner-implemented activities; follow up on compliance and action points; document findings.
- Reporting and documentation: maintain records of meetings and agreements; support drafting of MoUs; provide regular updates to senior management; contribute to donor and internal reporting.

Requirements: at least 2-3 years of relevant experience in humanitarian or development sectors with exposure to liaison, coordination, external relations or partnership/grants support; strong understanding of the context in East and South Libya; experience engaging with local authorities, community leaders and civil society; experience with trackers/databases and Excel; excellent communication, negotiation and interpersonal skills; willingness to travel frequently. Desirable: experience with government, INGOs and/or UN agencies in a liaison role; access negotiation or partnership/grant support experience; knowledge of humanitarian principles and donor compliance.

Contract: open-ended national contract (Band NMH2), Benghazi based with regular travel to South and West Libya and Tunis. Suggested start date: 1 November 2026.
