The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a seven-year program funded by the Australian Government's Department of Foreign Affairs and Trade (DFAT), implemented with the Government of Indonesia. It aims to improve Indonesia's ability to prevent, prepare for, respond to and recover from disasters, and works with BNPB, BPBDs and other national and local institutions in East Java, Bali, West Nusa Tenggara and East Nusa Tenggara.
Indonesia is experiencing a severe climate shock linked to the 2026 El Niño, raising the risk of drought, water shortages, crop failure and wildfires. Through grant funding, SIAP SIAGA supports CSOs to reduce the humanitarian and livelihood impacts of drought while strengthening local preparedness and climate resilience, using the Desa Tangguh Bencana (Destana) approach and the Aksi Merespons Peringatan Dini (AMPD) / Anticipatory Action framework.
Purpose of the position: The Anticipatory Action Specialist will provide strategic and technical support to SIAP SIAGA and its grantees so that drought anticipatory action contributes to strengthening Destana and long-term disaster-climate resilience at village level, serving as the primary technical resource for quality assurance, capacity strengthening, knowledge generation and evidence-based learning.
Key responsibilities (under the direct supervision of the Disaster-Climate Resilience Advisor):
* Technical assistance and program alignment: review grantee workplans and implementation documents against Destana indicators and AMPD/AA principles; provide practical technical recommendations; develop review tools and checklists; promote GEDSI integration.
* Technical support and capacity development: assist grantees on drought preparedness, anticipatory action, water resilience and community-based resilience; facilitate at least one technical learning or reflection session; support coordination with BNPB, BPBDs and other stakeholders.
* Quality assurance and monitoring: conduct technical reviews of grant progress; undertake field visits and/or virtual monitoring; recommend improvements; support review of progress and final reports; prepare concise QA notes.
* Documentation, learning and knowledge management: identify good practices and lessons learned from El Niño anticipatory action and drought response; document case studies; produce a short learning brief; contribute to knowledge-sharing with SIAP SIAGA, BNPB and stakeholders.
