Consultancy Needed - Technology for Development (T4D) Strategic Advisor and Developer SPARK Digital Ecosystem Partnership Excellent Center, Humanitarian Hub and PRESTASI Learning Management System (LMS)
Save the Children Indonesia (SCIDN) seeks a consultant (Lead Consultant plus Supporting Developers) to serve as Technology for Development (T4D) Strategic Advisor and Developer for its SPARK digital ecosystem, supporting its localization agenda. The ecosystem comprises three interconnected hubs: a Partnerships Excellence Center (partner assessment, proposal and reporting collaboration, funding opportunity sharing, knowledge exchange), a Humanitarian Hub (preparedness, emergency response coordination, resource mobilization, tools and standards repository), and the PRESTASI Learning Management System (online courses, certification, learning pathways, webinars, communities of practice).
The assignment runs over six months in five phases: (1) discovery, assessment and product definition, including stakeholder consultations, user journey mapping and a Business Requirement Document; (2) solution architecture and platform blueprint, covering integration, data, security and governance; (3) system configuration, development and MVP build with integrations, testing and documentation; (4) user acceptance testing, training and go-live readiness; (5) project closure and handover, including knowledge transfer, source code and final report.
Qualifications: the Lead Consultant should hold a degree in IT, Computer Science, Information Systems, Engineering, Digital Transformation or a related field, with at least 18 years of relevant experience in digital transformation and enterprise systems, NGO/UN/humanitarian or development sector projects, and a proven track record in digital platform development. Supporting Developers should collectively demonstrate expertise in web development, API integration, database design, cloud deployment, QA testing, security and data protection, platform configuration, and LMS/CRM/collaboration platforms.
