Location: Dar es Salaam, Tanzania
The Senior Technical Advisor (STA), Workforce Optimization provides technical leadership and support for health supply chain workforce development under FHI 360's project in Tanzania. The role ensures workforce development and capacity-building activities are planned, coordinated and implemented effectively to strengthen the competencies and performance of health supply chain professionals.
The STA supports the development and implementation of workforce development strategies, capacity-building plans and institutional strengthening initiatives in collaboration with the Ministry of Health, PO-RALG, MSD, the Pharmacy Council, the Health Laboratory Practitioners Council, the e-Government Authority, higher learning institutions, COSTECH, implementing partners and RHMTs/CHMTs. The Advisor promotes the use of digital technologies and innovative learning approaches, including e-learning platforms and multimedia content, aligned with recognized standards and evidence-based practices.
Key responsibilities:
- Provide technical leadership for the development, adaptation and implementation of health supply chain e-learning modules.
- Design and implement capacity-building activities for the health supply chain workforce and oversee the quality of implementation.
- Convene stakeholders to present progress and agree key actions; monitor implementation of e-learning activities against the FHI 360 workplan and address obstacles.
- Collaborate with the Government of Tanzania to identify priority learners, assess learning needs and promote effective use of the e-learning platform.
- Develop and update e-learning content using authoring software and build staff and stakeholder capacity in its use.
- Monitor utilization and performance of e-learning modules, and lead evaluation of their reach, effectiveness and outcomes.
- Provide inputs to budgets for workforce optimization activities; serve as a technical resource on supply chain capacity-building approaches.
- Provide technical guidance, mentorship and supervision to junior staff.
Requirements:
- Master's degree in pharmacy or a related health field / health supply chain management, with at least eight years' experience in health commodities management.
- 6-8 years of progressively responsible experience in health supply chain workforce development, including competency-based training, e-learning implementation, workforce planning and capacity strengthening.
- Registered and licensed with the appropriate professional regulatory body in Tanzania, where applicable.
- Experience working with NGOs, government ministries, implementing partners or donors.
- Demonstrated knowledge of e-learning platform administration (e.g. Moodle) and proficiency in Articulate 360 or comparable tools.
- Proven track record overseeing workplans, budgets and performance targets with accurate donor reporting.
- Familiarity with the Tanzanian health supply chain and stakeholders strongly desired.
Reports to the Associate Director – Supply Chain. Travel: 10%-25%. Full time.
