Lutheran World Relief, part of Corus International, is seeking a Deputy Chief of Party (DCoP) for its USDA Food for Progress aquaculture project in Vietnam (Viet Nam Aquaculture). The DCoP serves as the project's deputy leader, overseeing day-to-day implementation with sub-recipients, coordinating technical staff, and ensuring integration across all components. The DCoP manages partner relationships, ensures timely reporting, and acts as Chief of Party when required.
Key responsibilities:
- Technical oversight and integration: supervise and monitor deliverables from the ICAFIS and ASAWISHH teams in the Red River and Mekong River Deltas; ensure cross-component linkages (seed, feed, trade, finance) across the tilapia value chain; promote aquaculture innovation.
- Capacity development and coordination of partners, producer organizations, the tilapia association and field teams.
- Government and policy engagement with VAFIS, DFiS and MAE, including policy dialogue on trade facilitation, financial services, SPS measures and food safety.
- Private sector engagement and market systems development with feed millers, hatcheries, traders, exporters and financial institutions.
- Oversee training design and delivery for farmers, SMEs and government officers, incorporating women and youth inclusion.
- Monitoring, learning and representation in high-level technical and policy forums; ensure compliance with USDA Food for Progress regulations (CFR 200).
Requirements:
- Master's degree in Agricultural Economics, Business, International Development, Aquaculture, Fisheries or a related field, with at least 8 years of relevant experience managing progressively complex aquaculture/agriculture programs.
- Experience working in Viet Nam and with USG and/or international donor programs; USDA Food for Progress experience required.
- Proven record working with government counterparts, including at ministerial level.
- Strong leadership, team supervision and communication skills.
- Professional proficiency in English and Vietnamese required.
- Authorization to work in Vietnam.
The position is based in Can Tho City with frequent travel to Mekong and Red River Delta provinces. Full-time, in-office five days a week.
