DRC is seeking an expert to support the strategic positioning of DRC in Site Management and Coordination (SMC), Shelter, and WASH programming. The Coordinator will serve as the technical expert who leads collaborative Shelter and Site Management and Coordination, WASH and infrastructure project design (including proposal writing and budgeting), external coordination, and follow-up and support to local partner implementation. The role is fast-paced, with field travel to partner implementation locations expected. It has a country focus, ensures compliance with DRC procedures and guidelines, and contributes to the development of country strategies.
Responsibilities:
- Project development and reporting: lead the design of proposals, project plans and budgets for multiple donors; support partner teams with technical advice, implementation and reporting; work with the MEAL Coordinator on monitoring and evaluation tools; review and validate project reports for quality and technical standards.
- Programming and operations: expand DRC's Shelter, WASH and Infrastructure (SWI) and Site Management and Coordination programming through strategy development; ensure quality implementation through field visits and quality assurance; align programming with global technical standards and DRC's Response Framework; conduct capacity assessments for local partners and deliver capacity support; lead sector needs assessments and thematic reports; develop SOPs, guidance documents and the SWI strategy; deliver SMC trainings to internal and external stakeholders, including with IOM and MoSA; develop position papers for advocacy.
- Coordination and representation: maintain close relationships with UNHCR, IOM, MoSA and MEHE counterparts; represent DRC at coordination meetings; ensure integration with Site Management, Mine Action, Protection and Economic Recovery activities; coordinate with sector counterparts in other locations.
Requirements:
- Minimum 3-5 years of practical experience working for an INGO in CCCM, coordination, shelter and WASH, and HLP programming
- Master's degree in architecture, engineering, life sciences or another relevant field
- Experience managing and overseeing local partner implementation, and delivering trainings to partners and stakeholders on SWI and SMC/CCCM
- Documented skills in project planning and design, drafting, calculation and technical writing
- Excellent MS Word, Excel and PowerPoint skills
- Experience working with national partners, local/government authorities and UN organisations
- Full professional proficiency in English and Arabic
- 1-2 years of Protection programming experience is a value add
Terms: National contract, Beirut duty station, band G-1 (non-management), start date November 2026, contract until 31 March 2027 (renewable based on performance and funding availability).
