As part of the 2026 Ebola Virus Disease (EVD) outbreak response in Ituri, ALIMA is deploying an emergency medical and humanitarian response. The Emergency Coordinator ensures overall operational coordination of the response: day-to-day management of activities, multisectoral coordination of field teams, and implementation of interventions in line with ALIMA's strategy, response priorities and the evolving context. Based in Bunia (DRC); reports to the SUO Programme Manager.
Main responsibilities:
- Representation, coordination and partnerships: represent ALIMA with national and provincial health authorities (Ministry of Health, COUSP, DPS, Health Zones), WHO, UN agencies, partner NGOs and donors; take part in response coordination mechanisms (IMS, clusters, technical groups).
- Strategic analysis and planning: monitor epidemiological, humanitarian, security and political developments; analyse surveillance data and transmission trends; propose opening, extension, reduction or closure of interventions; coordinate and update ALIMA's response strategy.
- Operational coordination: supervise deployment of emergency teams; ensure the setup and functioning of Ebola treatment centres, isolation centres, transit units and rapid response teams; ensure technical quality and compliance with national and international protocols.
- Funding and donors: identify funding opportunities, coordinate proposals and budgets, ensure donor reporting and contractual compliance.
- Logistics, finance and administration: oversee budget follow-up, supply planning, cash forecasts and expense validation.
- Security: monitor the security context, update risk analysis and security plans, coordinate incident response, and decide on relocations or evacuations with headquarters.
- HR management: lead the coordination team and field coordinators, set objectives, identify recruitment and training needs, and safeguard staff wellbeing.
- Quality, M&E, reporting, legal compliance, communication and advocacy: set up quality monitoring, run After Action Reviews, produce SitReps and dashboards, ensure agreements/MoUs are in place, and support advocacy and donor visits.
Profile: Emergency intervention experience; essential experience in team management, project management, designing intervention strategies and security management; knowledge of a technical humanitarian field; understanding of administrative and financial tasks; knowledge of EU, UN, ECHO and Start Fund donor procedures; strong writing skills; ability to build networks and lobby proactively; analytical and synthesis skills; diplomacy and negotiation; composure and professional maturity. Fluent French (oral and written) essential.
Conditions: 3-month fixed-term contract under French law with possible extension; start as soon as possible; salary per ALIMA grid plus experience valuation and daily per diem; travel costs, 2.08 days leave per month, medical coverage, break policy every 3 months and evacuation covered. Level 3 beneficiary protection: criminal record check required.
