Location: Remote (Africa Based)
The MEL Lead provides MEL and strategic information management technical leadership, capacity, and support for EGPAF country teams. Works within the Monitoring, Evaluation and Learning (MEL) team and in collaboration with the Digital Health and Data Analytics team to develop, strengthen, and standardize M&E systems and data governance, ensure data quality, data use for program improvement and decision-making, and integration of Foundation data systems with national HMIS in EGPAF-supported countries in sub-Saharan Africa. Primarily supports M&E activities in countries funded by the U.S. Department of State's GHSD and CDC. Key responsibilities include leading design and implementation of project monitoring and evaluation plans (PMEPs), refining indicators/milestones/targets, providing technical leadership for data systems, spearheading data collection and quality assurance, leading design of data dashboards, contributing to evaluation planning and research dissemination, supporting donor engagement and proposal development, and building MEL capacity of country teams. Requires an advanced degree (MPH, MSc) in Public Health, Biostatistics, Epidemiology, M&E, or related field; minimum 10 years of progressive M&E experience in HIV/AIDS and Maternal, Neonatal, and Child Health programming in sub-Saharan Africa; experience with U.S. government (GHSD, CDC)-funded programs; strong technical writing and data analysis skills; and willingness to travel internationally (up to 30%). French or Portuguese proficiency preferred.
