Location: Addis Ababa, Ethiopia
Management Sciences for Health (MSH) is seeking a Senior Director for Finance & Administration (SDFA) for two U.S. Government-funded projects in Ethiopia: Implementing the America First Global Health Strategy (AFGHS) and the Supply Chain Strengthening (SCS) projects. MSH is a global health nonprofit that makes foundational changes to health systems to protect people from diseases and improve their health.
The SDFA reports to the Chief of Party and works closely with the project leadership team to provide high-level financial management, operations leadership and subaward management support, ensuring resources are allocated and used in compliance with contractual requirements, USG regulations and MSH standards. The SDFA oversees procurement, subawards, information technology, logistics, accounting and finance, and records; manages award budgets; prepares financial reports and invoices for submission to the U.S. Department of State; and implements fraud mitigation practices.
Key responsibilities:
- Financial Management: lead annual budget development, work plans and life-of-project budgets; maintain budget monitoring and tracking systems; provide pipeline analyses and financial reports to project leadership and donor; coordinate contract management, monthly funds requests and purchase order review; ensure staff are trained on USG rules and regulations.
- Administration and Operations: ensure operations follow MSH policies and local laws; supervise project support staff; coordinate internal and external audits and follow-up.
- Subaward Management: oversee subaward staff and processes from partner selection and pre-award assessments through negotiation, monitoring, amendments and closeout; ensure subawardee compliance and capacity strengthening.
- Country Office Management: support the Country Representative; maintain office registrations, licenses, tax and pension files and reports to the Authority for Civil Society Organizations (ACSO); manage shared services structure.
- Risk, Safety and Security Management: support risk registers, compliance reviews and audits; oversee safety and security policies, plans, training and incident reporting.
Qualifications:
- Master's degree in business administration, finance, accounting or another relevant discipline, or equivalent experience.
- Minimum 8+ years of experience managing finance, procurement, contracts, logistics and/or HR for international development assistance programs of similar dollar value.
- Significant experience with USG-funded projects in Ethiopia; regional field experience strongly desirable.
- Thorough knowledge of USG financial reporting and compliance requirements.
- Strong leadership, mentoring, analytical and organizational skills; negotiation and conflict management capacity.
- Fluency in English and Amharic; advanced Excel skills; Costpoint and OpenProject experience a plus.
- Ability to travel.
