WUSC is seeking consultants to support the Ghana Technical and Vocational Education and Training (TVET) Service, the apex national body that manages, oversees and coordinates TVET across Ghana, under an Operational Efficiency and Standardization Project. The Service has defined structures and job titles but lacks standardized, documented end-to-end processes and Standard Operating Procedures (SOPs), which leads to inconsistent outcomes, inefficiency, compliance risks, knowledge silos and difficulty automating workflows such as the planned HRMIS and LMS.
The terms of reference cover two assignments. (A) End-to-End Process Mapping and development of SOPs: document 'As-Is' processes and analyze them for inefficiencies, redundancies and risks; design optimized 'To-Be' processes; and create clear step-by-step SOPs for staff at all levels. The scope covers all Headquarters divisions and units (Director General's Office & Corporate Affairs, HRMD, Finance, General Administration, EdTech/ITS, Infrastructure Development, Apprenticeship/WEL, Training & Quality Assurance, RIM&E, Internal Audit), Regional Offices, and TVET Institutes. Tasks include an Inception Report with a detailed work plan and methodology, a kick-off workshop, and engagement with key process owners such as Divisional Directors, Regional Directors and Principals. (B) Development of a Comprehensive Competency Framework and Library for the Ghana TVET Service, under the TVET Staff Competency Modelling and Capacity Assessment Project.
The outcomes are a validated set of process maps and SOPs that institutionalize operational knowledge, and a foundation for training, onboarding, performance management and digital automation.
