Asesor Legal UIP (Individual Consultant - Legal Advisor, Project Implementation Unit)
Location: San Salvador, El Salvador
The Ministry of Economy of El Salvador, through the Project Implementation Unit (UIP) of the World Bank-financed project "Promoting Job Opportunities and Skills Development in El Salvador" (IBRD Loan 9612-SV), is seeking an individual consultant to serve as Legal Advisor to the UIP (Selection No. 4.1.15-MINEC-23/2026-CS-INDV).
The consultant will provide legal advice to the UIP on matters directly related to the planning, implementation, execution, monitoring and closure of the project, in line with the Loan Agreement, the Project Operations Manual, the World Bank Procurement Regulations and other applicable World Bank rules, as well as applicable national laws and regulations. Representation in judicial, litigation or arbitration proceedings is excluded.
Key responsibilities include providing comprehensive legal advice and follow-up during project execution, including drafting, reviewing, formalizing, amending and monitoring contracts, agreements, grant agreements, letters of understanding, addenda and other legal instruments, and verifying compliance with the World Bank Procurement Regulations.
The consultant will be selected by comparing qualifications and overall relevant capacity, following the World Bank Procurement Regulations for Borrowers in Investment Project Financing (Seventh Edition, September 2025).
