Location: Bunia, DR Congo
The Norwegian Refugee Council (NRC) is an international non-governmental humanitarian organisation present in more than 25 countries and working in the Democratic Republic of Congo since 2001, with programmes in Education, Rapid Response to Population Movements, Protection, Shelter, WASH, Food Security and Livelihoods, and legal assistance (ICLA) for displaced populations. Active in North Kivu, South Kivu and Ituri, where the security situation is among the most critical in the country.
The Logistics Officer supports the organisation's logistics operations by handling purchase requests, procurement processes, storage and supplier payments in collaboration with programme and support teams, ensuring compliance with internal procedures.
Responsibilities:
- Ensure rapid processing of purchase requests linked to the Ebola response in line with NRC emergency procurement procedures
- Prioritise critical purchases for prevention, surveillance, awareness and case management activities
- Reduce acquisition lead times while maintaining compliance and internal control standards
- Ensure technical specifications and quality standards for IPC kits are met
- Identify, evaluate and pre-qualify suppliers for the Ebola response; monitor product availability and market prices
- Support supply chain management and zone-level market analysis
- Prepare logistics reports: procurement tracking against approved plans, price lists, supplier registers, contract follow-up, tender opening minutes, fleet and internet expenditure, and kit distribution tracking in Ituri
- Manage physical and electronic filing per NRC standards; support framework agreement follow-up in Ituri
Requirements:
- At least 2 years' experience as a Logistics Officer or in supply chain in a humanitarian context
- At least 3 months' proven experience managing emergency responses
- Procurement skills; Word and Excel proficiency
- Fluent French (written and spoken); English an asset
- Knowledge of Congolese legislation and the Ituri local environment an asset
- Ability to work under pressure and in insecure environments, plan and deliver results, communicate respectfully and adapt to changing contexts
