The Logistics Officer (Procurement) provides day-to-day implementation of the logistics function's procurement responsibilities for NRC in Ukraine, based in Kyiv.
Responsibilities:
- Adhere to NRC policies, handbooks, guidelines and donor requirements, and support implementation of the procurement portfolio according to the Plan of Action.
- Ensure all procurements follow NRC logistics policies, Ukrainian procurement policies and donor regulations; conduct procurement in an anti-corruption, transparent and cost-efficient manner.
- Update ITB documents, publish tenders, organise tender committee meetings, and draft bid opening and technical/financial evaluation reports.
- Prepare requests for quotations, source bids and quotations, and issue purchase orders per NRC thresholds.
- Check and receive purchase requisitions, follow up with suppliers and organise delivery of materials.
- Prepare payment requests with complete supporting documents and process payments with Finance.
- Conduct market surveys, support supplier assessments and update the Vendor Database; conduct counter-terrorism vetting and Lexis Nexis checks per NRC standards.
- Maintain procurement files, upload documents in Agresso, record contracts in the electronic Contract Management system, and update the procurement tracker.
- Support development of Country Office level framework agreements (FWA) and archive procurement files per NRC standards.
Qualifications:
- Experience as a procurement officer in a humanitarian/recovery context and in complex, volatile environments.
- Bachelor's degree in a relevant field.
- Written and spoken English; working knowledge of Ukrainian and Russian.
- Solid knowledge of the situation in Ukraine.
- Proficiency in Microsoft Office 365, especially Excel, Word, PowerPoint and Outlook; good document management skills.
- Ability to work in insecure environments, multitask, work irregular hours and work in a multicultural setting.
