Job Description:
HAMAP-Humanitaire's Mine Action Department has been working in Lebanon since 2024 to strengthen the capacities of Lebanese partners. Initially, HAMAP-Humanitaire provided training in non-technical reconnaissance (NTS), explosive ordnance awareness (EORE), and combat zone demining (BAC) to Lebanese NGOs, while also supporting the continuous improvement of their organizational and technical capacities.
AL-MASAR 2, launched in July 2026, is a demining project supporting a Lebanese NGO. The Project Officer assists the Lebanon Program Coordinator in the day-to-day management of the entire project cycle. The incumbent translates approved project documents into detailed implementation plans, monitors activities, expenditures, and results, coordinates program information with partners and internal departments, and manages the supporting documentation required for management decisions, donor reports, and project accountability
.
Hierarchical and organizational links: reports to the program coordinator in Lebanon.
Coordinates with: the regional MEAL manager, the HMA technical advisor for Lebanon, support teams,
partner contact points and relevant project stakeholders, as instructed by the program coordinator in Lebanon.
Main responsibilities:
Project planning and implementation:
• Translate approved proposals, logical frameworks, budgets, grant conditions and agreements with partners into practical implementation modalities, under the guidance of the program coordinator and in accordance with HAMAP policies;
• Prepare and regularly update detailed work plans for projects, activity schedules, milestones, deliverable tracking charts and internal tracking calendars;
• Coordinate ongoing implementation monitoring with partner contact points and HAMAP's technical, MEAL, financial, procurement, logistics and security departments, in accordance with the program coordinator's instructions;
• Monitor progress against planned activities, results, indicators, deadlines and interdependencies; promptly report delays or deviations and propose concrete corrective measures.
• Prepare activity specifications, agendas, participation plans, logistical requirements and other implementation documents for review and approval.
• To provide support for the organization and implementation of field activities, training, workshops, coordination meetings, evaluations, follow-up visits and visibility events.
• Maintain an up-to-date record of project actions, monitor assigned actions, and report any late or unresolved issues to the program coordinator.
Budget monitoring and planning of expenses related to activities:
• Contribute to the preparation and regular updating of the project activities expenditure plan, by linking planned activities, the schedule, procurement needs and expected expenditures.
• Provide timely and realistic contributions to the program regarding budget forecasts, cash flow planning, procurement planning and expenditure projections, in coordination with the program coordinator and support team.
• To support comparative analyses between the budget and actual results by explaining operational variances, confirming implementation assumptions and identifying the program implications of under- or over-spending.
• Anticipate the financial repercussions of delays, changes in activities or revisions to implementation sequences, and communicate them without delay to the program coordinator.
• Prepare program information to support proposals for budget reallocation or project revision; this position is not authorized to approve reallocations or commit expenditures.
• Ensure that program applications, activity files and supporting documents are prepared well in advance and in accordance with HAMAP procedures and authorized plans.
Monitoring MEAL outcomes and managing evidence:
• Manage the project monitoring framework in coordination with the regional MEAL manager, including the logical framework, indicator tracking table, activity monitoring tools and internal Mine-MEAL tools.
• Monitor progress against activity, achievement and results indicators, objectives, breakdown requirements and reporting periods, and follow up on missing or inconsistent information.
• Ensure follow-up of verification methods for each indicator and ensure that evidence is collected, identified, classified and traceable to the report.
• Ensure that quantitative and qualitative data from partners and project activities are communicated in a timely manner, using approved formats and data flows, and in accordance with the project implementation agreement;
• Perform first-level checks on the completeness, internal consistency, and plausibility of the data, and report data quality issues to the program coordinator.
• Support field monitoring, feedback from beneficiaries or stakeholders and other data collection exercises, as requested by the program coordinator.
• To support project reviews, evaluations, lessons learned exercises and knowledge capitalization by preparing evidence, documenting findings and following up on agreed recommendations.
• Process information relating to the program and beneficiaries in compliance with requirements for confidentiality, informed consent, data protection and protection of persons.
Partner coordination and capacity building:
• Serve as a regular point of contact for the program with designated partner staff, as recommended, while respecting the program coordinator's responsibility for formal management of implementation by partners.
• Monitor partners' work plans, activity schedules, deliverables, narrative contributions and agreed action points, and promptly report any delays, quality issues or support needs.
• Support joint planning and follow-up meetings with partners and ensure that decisions, responsibilities and deadlines are recorded and respected.
• Contribute to the assessment of partners' capacities in project management, reporting and MEAL (monitoring, evaluation and learning), as well as to the implementation and monitoring of agreed capacity-building actions.
• If necessary, provide practical support in work planning, activity documentation, indicator monitoring, verification methods, report formats and document management.
• Coordinate program monitoring with the HMA technical advisor in Lebanon regarding technical deliverables, while leaving technical validation, IMAS compliance and HMA quality assurance/quality control (QA/QC) decisions to the authorized technical function.
Report compliance and document management:
• Prepare high-quality activity reports, internal updates on work progress and draft contributions to narrative reports, using the required formats and supporting evidence and respecting internal deadlines.
• Gather the narrative contributions of the partners and the supporting documents, verify their completeness and consistency, and ensure follow-up on corrections before review by management.
• Keep the project reporting calendar, commitment tracking and deliverable list up to date, and
alert the program coordinator in case of imminent deadlines or risks related to the
program and activities.
• Verify that the activities and results reported remain consistent with the approved proposal, logical framework, work plan, budget and applicable requirements of the grant or partnership agreement.
• Prepare and distribute accurate reports of meetings, decisions and action items for meetings you have attended or organized, and follow up on agreed actions.
• Maintain a complete and audit-ready project file, in electronic and paper format, including approved project documents, activity logs, attendance records, means of verification, correspondence, reports, agreements and minutes of decisions.
• Support donor visits, internal reviews, audits and evaluations by providing program documentation, explaining implementation records and following up on recommendations made.
Support throughout the project cycle, including modifications and closure:
• Provide support for the launch and mobilization of the project by preparing implementation tools, schedules, responsibility tracking charts, reporting arrangements and partner coordination registers, in accordance with the program coordinator's requests.
• Document changes made to implementation and provide program input to requests for extensions without additional cost, activity revisions, budget changes, or other formal amendments.
• Provide support for project closure by confirming progress status, outstanding actions, final documentation, partner deliverables, and lessons learned.
• Contribute to the drafting of the final narrative report and ensure that the project archives are complete, logically organized and easily accessible.
Risk management related to coordination and professional contribution:
• Participate in program, project, partner, MEAL and cross-functional coordination meetings, and provide concise, fact-based updates.
• Maintain regular communication with the program coordinator and immediately report significant delays, protection concerns, data quality issues, partner performance concerns, risks of non-compliance, or changes affecting project objectives.
• Conduct field visits throughout Lebanon as required by operational needs and approved security arrangements.
• Contribute to the continuous improvement of the program's tools, models and workflows, and share practical lessons learned within the team.
• Perform any other program-related tasks reasonably assigned by the program coordinator in Lebanon, within the scope and level of the position
Authority and limits of the position:
The project manager prepares, coordinates, monitors, documents, and recommends actions. They perform their duties within the framework of approved project documents, plans, procedures, and delegated instructions.
• He can request routine information and follow up on actions agreed with partners and internal contributors, within the framework defined by the program coordinator.
• It can identify risks, propose corrective measures and escalate problems, but does not approve project changes, budget reallocations, expenditures, purchasing decisions or contractual commitments, except with formal delegation.
• It does not make formal commitments to funders, authorities or partners, does not sign agreements and does not communicate significant changes to the project externally without authorization.
• This does not replace the functional supervision of the regional MEAL manager or the responsibility of the authorized HMA technical function in matters of technical validation, IMAS compliance and quality assurance/quality control.
• Does not assume the program coordinator's responsibility for project implementation, managing partner implementation, reporting to donors, or management decisions.
Skills and qualifications required:
Degrees:
• Bachelor's degree in project management, international development, political or social sciences, business administration, engineering or another relevant field.
• A relevant combination of higher education and complementary professional experience may be taken into consideration.
Experience:
• At least five years of experience within a non-profit, humanitarian or development organization.
• At least two years of experience in project management support or in the MEAL field within a non-profit, humanitarian or development organization.
• Proven experience in monitoring work plans, activity schedules, budgets, indicators and reporting deadlines for several activities carried out simultaneously.
• Practical experience in preparing documentation related to activities, specifications, progress reports, monitoring tools and structured project files.
• Experience in collaborating with national or local partner organizations and monitoring partner deliverables is highly desirable.
• Experience in the field of humanitarian demining action, including demining, census, EORE or capacity building for partners, is an asset.
Project cycle management:
• Good practical knowledge of project cycle management, from design and mobilization to implementation, monitoring, modification, reporting and closure.
• Ability to analyze and implement a proposal, a logical framework, a budget, an activity schedule, an indicator matrix and donor reporting requirements.
• Ability to translate project commitments into detailed work plans, activity tracking charts, spending assumptions, responsibilities and deadlines.
• Ability to identify interdependencies, bottlenecks and risks associated with implementation, and to propose realistic corrective measures.
MEAL and information management:
• Proven skills in results-oriented monitoring, indicator tracking, verification methods, data collection and first-level data quality controls.
• Ability to use project tracking spreadsheets and digital data collection or information management tools; experience with KoBoToolbox or similar platforms is an asset.
• Ability to organize evidence and project files so that the results communicated are complete, traceable and audit-ready.
• Ability to analyze quantitative and qualitative information and present concise conclusions for management and reporting purposes.
Budgetary and operational coordination:
• Practical knowledge of activity-based budgeting, activity-based spending plans, tracking variances between budget and actual results, forecasting, and procurement planning.
• Ability to coordinate program inputs with finance, procurement, logistics,
MEAL, technical and security functions, while respecting segregation of duties and approval chains.
• Strong organizational skills, ability to prioritize and manage deadlines, with a particular attention to detail and the quality of documentation.
Communication and digital skills:
• Strong writing skills for drafting reports, minutes, terms of reference, official correspondence and implementation documents.
• Ability to communicate clearly with colleagues, partners and stakeholders, and to ensure constructive and consistent follow-up on actions.
• Proficient in Microsoft Word, Excel and PowerPoint; comfortable using shared filing systems and collaborative digital tools.

• Perfect command of Arabic, both written and spoken.
• A good command of English or French is required; proficiency in both languages is an asset.
