The Project Finance Officer is part of the SNV Bangladesh Country Organisation and is appointed to one or more projects. The role supports project financial administration, ensuring compliance with SNV policies and procedures and donor regulations, safeguarding finance control including budget and progress monitoring, and promoting the financial health of projects.
Key responsibilities:
- Financial accounting and administration: record and monitor project financial data, ensure correct cost allocation, maintain internal controls (ledger, balance sheet and bank reconciliations, cash and bank management) in SAP by Design, ensure statutory, VAT and tax compliance, and facilitate internal, external and donor audits.
- Financial planning: support budgeting, forecasts and revisions, prepare monthly management accounts (budget vs. actual), and produce accurate financial reports to donor and organisational requirements.
- Project financial control and donor reporting: provide financial analysis and advice, and support project managers in complying with SNV and donor procedures. Responsible for the EKN-funded SUWC project and potentially others.
- NGOAB financial management: coordinate with the NGO Affairs Bureau on project approval, fund clearance, FD-6 budgets and revisions, FD-4 reports, annual and audit reports, and government compliance.
- Month-end and year-end closing support in SAP, intercompany reconciliation, central bank payments, salary processing, liquidity forecasting and RABO payments.
- Inventory and asset verification, audit preparation, financial statements, support to business development budgets, and safeguarding financial information.
Qualifications:
Master's degree in Finance, Accounting or a related field from a recognized university.
At least 5 years' professional experience in the development sector, preferably in an international NGO in a similar role.
Experience managing large multi-donor programme budgets (EKN, FCDO, DGIS, BMGF, USAID, EU etc.).
Experience with SAP/SAP by Design is an advantage.
Excellent written and spoken English.
Contract: 1 year with possible extension, full time. Salary BDT 90,000 to 1,00,000 per month plus provident fund, gratuity, group life, critical illness and hospitalisation insurance.
