Location: Ramallah/Bethlehem, Palestine
Oxfam Novib is recruiting a Finance Assistant for its country office in the Occupied Palestinian Territory (OPT), based in Beit Jala/Bethlehem or Ramallah. The role is a fixed-term contract of 6 months (renewable based on need and budget availability), part-time at 20 hours per week (50% FTE), in the Finance Administration department (Operations job family, One Oxfam Grade E). The salary is a minimum of 97,730 ILS per annum for a full-time (40 hours/week) equivalent.
Job purpose: provide administrative and finance support to the country office, so that financial planning and budgeting, accounting, and administrative services run efficiently and according to set standards and procedures. The role reports to the Financial Administrator.
Key responsibilities:
- Review transaction documents to ensure compliance with standards before issuing payments, and check that all invoices and payments have the supporting documentation required by Oxfam's procedures, including authorisation levels and procurement procedures.
- Register and process all payments, working closely with Logistics to ensure effective dispatch.
- Compile financial documents, verify their accuracy, and enter payments and financial transactions into the system as part of bookkeeping.
- Ensure cost centres charged on payment requests are accurate, and prepare and adjust finance journal entries as required by Finance Officers.
- Ensure statutory obligations such as tax and other legal requirements related to payments are met.
- Report major discrepancies to the Senior Finance Administrator and help resolve them.
- Keep all finance files updated and correctly filed, in both hard copy and soft copy.
- Assist with financial reports, including month-end and year-end, the asset verification process, monthly payroll preparation (with the Senior Finance Administrator and HR), and audit samples for office and project audits.
Requirements:
- BA in Accounting or a relevant field.
- At least 2 years' experience in a similar position in an INGO/NGO.
- Technical competence in administration, and computer literacy including word processing and database/spreadsheet use.
- Ability to prioritise workload, work independently and meet deadlines, with good communication, listening and time-management skills.
- Written and oral Arabic and English are essential.
- Desirable: experience with PASTEL and SAP systems.
