The GHSD America First Palladium Sole Source Award supports country-led efforts to strengthen health systems, advance global health security, and sustain essential health services in alignment with the America First Global Health Strategy.
Duration and Funding
This is a fixed-term, project-funded position with an initial term of 12 months (through September 2027). Employment is contingent upon the availability of funding.
Location
This role is based in Palladium's Addis Ababa, Ethiopia office, with periodic travel within Ethiopia. Applicants must have authorization to work in Ethiopia, as visa sponsorship is not available for this position.
Position Summary
The Digital Health (DH) Advisor - EMR, Interoperability, and Health Systems Specialist provides technical leadership and implementation support to strengthen digital health systems that improve service delivery, health system performance, and data-driven decision-making. Reporting to the Digital Health Lead, the Advisor will lead efforts to design, implement, integrate, and optimize Electronic Medical Records (EMRs) and related digital health platforms while strengthening interoperability across health information, surveillance, laboratory, supply chain, emergency management, and health financing systems.
Primary Responsibilities include leading implementation and scale-up of EMRs and other clinical information systems; strengthening interoperability and data exchange between EMRs, DHIS2, eCHIS, Laboratory Information Systems, surveillance platforms, supply chain systems, and health financing applications; supporting HIV Case-Based Surveillance (CBS) systems, dashboards, and analytics; and developing dashboards, analytics, and decision-support tools.
Required Qualifications
Education: Bachelor's or Master's degree, or Medical Doctor (MD), in Public Health, Epidemiology, Health Informatics, Digital Health, Public Health Emergency Management, or related field.
Experience: Minimum of 5 years of progressively responsible experience in digital health, health information systems, health informatics, public health, or related fields. Experience with DHIS2, eCHIS, Laboratory Information Systems, surveillance systems, and interoperability frameworks. Experience with multilateral organizations (WHO, World Bank, Global Fund, UN agencies) is an advantage. Experience supporting digital health programs in Ethiopia is strongly preferred.
