Project Manager - DHR Rise Up Project

Location: Karachchi - Killinochchi, Sri Lanka

The Project Manager of 'Strengthening Community Frontliners for Disaster Preparedness and Resilience Project in Sri Lanka' is responsible for providing overall strategic and operational leadership to develop, implement and manage the grant project implemented in three districts (Nuwara Eliya, Mullaitivu and Kilinochchi) in accordance with grant contract and compliance to achieve the overall project goal. The Project Manager will conduct and ensure planning, coordinating, and monitoring of project implementation in accordance with the proposed objectives.

Major Responsibilities: Direct and oversee grant planning, implementation, monitoring and ensure strategic objectives are met through proper design, staffing, and quality assurance; provide guidance on operationalizing, monitoring and managing grant compliance; coordinate with the HEA Department to align with DRR strategies, policies and plans; coordinate with ADP Managers to ensure integration with ongoing DRR interventions; develop networks with Government Departments, local and international partners; ensure assessments, baselines and evaluations follow set standards; ensure planning, implementation, monitoring, evaluation and reporting processes are timely; develop project plans (Design, M&E Plans, Annual Plans, DIPs, Resource allocation plans); train project staff on standards and policies; manage grant/project budget within approved levels with accurate donor reporting.

Required qualifications: Master's degree in Social Sciences, International Development Studies, Community Development or related field to DRR; at least 10 years of experience in Community Development, Program/Project Management or Coordination in a complex international organization, preferably INGO context; experience in disaster risk reduction; written and oral communication skills in Sinhala/Tamil and English; knowledge of Community-Based Disaster Risk Management (CBDRM), Disaster Early Warning Systems (EWS), and Anticipatory Action approaches; understanding of national disaster risk policies and frameworks; demonstrated program management and DME competency; experience in project design, implementation, monitoring, evaluation and report writing.
