GGGI is supporting the Government of Tonga through Phase 2 of the Low Emission Climate Resilient Development Programme, financed by New Zealand MFAT and Ireland's Department of Foreign Affairs. GGGI seeks an Individual Consultant to undertake a rapid Natural Capital Finance Diagnostic and prepare a practical Strategic Roadmap for Tonga, identifying priority natural capital assets, assessing institutional readiness and economic/fiscal relevance, screening financing opportunities, and recommending a sequenced programme of action. The objective is to give the Government of Tonga an evidence-based assessment of how priority natural capital assets can be better recognized, protected, and incorporated into economic, fiscal, investment, and climate-finance decision-making. Specific objectives include developing a prioritization framework adapted from the UN SEEA, identifying 5-8 priority natural capital categories, assessing existing evidence and institutional arrangements, screening credible financing opportunities, and preparing an integrated Natural Capital Finance Diagnostic, Strategic Roadmap, and Natural Capital Chapter for Tonga's National Climate Finance Strategy. The assignment covers four deliverables over up to four months: inception and analytical framework; natural capital stock take and prioritization; finance opportunity assessment; and an integrated strategic roadmap and climate finance strategy chapter. The Consultant reports to the GGGI Project Manager and coordinates with GGGI's Climate Finance Expert and Government counterparts including the Ministry of Finance, Prime Minister's Office, and Department of Climate Change. Total consultancy fee is USD 20,000 paid across the four deliverables, plus GGGI-financed travel for up to two missions.
