Individual Consultancy to Develop the National Strategy for Development of Statistics (NSDS) of South Africa
The SADC Secretariat, through the Regional Statistics Project (RSP, P175731), financed by an IDA grant from the World Bank, is strengthening SADC's institutional capacity to produce, disseminate and use quality statistics. Under Component 1 (Harmonisation, Quality and Dissemination of Core Social and Economic Statistics), SADC seeks an individual consultant to coordinate and compile a draft National Strategy for the Development of Statistics (NSDS) for South Africa, serving as a guiding policy framework for coordination and implementation of statistics in support of national, regional, continental and global priorities, covering advocacy, communication, gender mainstreaming, cybersecurity, results-based monitoring and evaluation, and innovative data sources.
Expected results include: assessment and review of existing policy/strategic frameworks with a stakeholder engagement plan; identification of impactful, justified recommendations for the NSDS and its strategic focus areas; and a detailed results-based monitoring & evaluation framework aligned to national and international commitments.
Qualifications: a Degree in Statistics, Economics or a related field (Master's/PhD an advantage); at least 10 years of experience in statistical coordination at the highest level; at least 5 years leading a statistics department at national, regional, continental or global level; demonstrated experience coordinating development/implementation of policy frameworks such as an NSDS on at least 2 occasions; and demonstrated experience in advocacy, gender mainstreaming, communication, innovative data sources, cybersecurity and results-based M&E within national statistical systems.
Duration: 180 calendar days, with possible travel to Pretoria, South Africa; the Contracting Authority will facilitate visa entry if required. Selection follows the World Bank's Individual Consultant Selection Method under the Procurement Regulations for IPF Borrowers (September 2023).
