Consultancy - WASH Technical Support (WASH Officer)
Location: Ketapang, West Kalimantan, Indonesia

Save the Children Indonesia implements programs that aim to improve the well-being and resilience of children, families, and communities through integrated interventions, including Water, Sanitation and Hygiene (WASH). The WASH Officer will provide technical and programmatic support to ensure that WASH interventions are appropriately planned, implemented, monitored, and documented. The position will work closely with communities, local government, schools, health facilities, community groups, partners, and other project team members. The WASH Officer will contribute to improving access to safe drinking water, sanitation facilities, hygiene practices, and community capacity to sustainably manage WASH facilities and services.
Overall Objective
To provide technical and operational support for the effective implementation, monitoring, and documentation of WASH activities, ensuring that interventions meet program objectives, quality standards, safeguarding requirements, and agreed project targets.
Key Responsibilities
A. WASH Program Planning and Implementation
* Support the Project Manager/Program Officer/ WASH Expert in planning and implementing WASH activities in accordance with the project SOW, workplan, budget, and donor requirements.
* Conduct WASH needs assessments at community, household, school, and/or public facility levels.
* Support the identification and prioritization of WASH needs and vulnerable groups, including children, women, older people, and people with disabilities.
* Develop activity plans, technical specifications, BoQs, TORs, and other required documents for WASH interventions.
* Facilitate implementation of WASH activities, including:
* Safe drinking water access; * Water supply systems; * Boreholes and water treatment; * Household/community water treatment; * Sanitation facilities and septic tanks; * Handwashing facilities; * Product Sanitation to be develop * Hygiene promotion; * WASH behaviour change activities; * Community-based WASH management. * Linkage water committee with VSLA, and Youth Center
* Ensure WASH infrastructure and materials are appropriate, technically sound, inclusive, and accessible.
* Coordinate with contractors, suppliers, technical consultants, and implementing partners when required.
B. Technical Quality Assurance
* Provide technical advice on WASH infrastructure, water sources, sanitation facilities, and hygiene interventions.
* Conduct site visits and technical monitoring to ensure implementation follows approved designs, specifications, and quality standards.
* Check the quality and functionality of completed WASH facilities.
* Identify technical risks, implementation gaps, and corrective actions.
* Ensure WASH interventions consider climate resilience, environmental sustainability, and disaster risks.
* Promote appropriate technologies that are affordable, locally available, maintainable, and sustainable.
C. Hygiene Promotion and Behaviour Change
* Develop and facilitate hygiene promotion activities for communities, schools, and other target groups.
* Support training and awareness sessions on:
* Handwashing with soap; * Safe drinking water; * Household water treatment; * Safe water storage; * Sanitation and safe disposal of waste; * Menstrual hygiene management; * Environmental hygiene.
* Support development and use of IEC/BCC materials.
* Promote community ownership and sustained adoption of positive WASH practices.
* Monitor changes in knowledge, attitudes, and practices related to WASH.
D. Community Engagement and Capacity Building
* Facilitate community participation throughout the WASH project cycle, from assessment and planning to implementation and monitoring.
* Strengthen the capacity of community WASH groups, local cadres, village institutions, and other relevant stakeholders.
* Support communities in developing operation and maintenance mechanisms for WASH facilities.
* Facilitate the development of community WASH management plans where required.
* Promote inclusive participation of women, children, people with disabilities, and other vulnerable groups.
E. Monitoring, Evaluation, Accountability and Learning (MEAL)
* Support the development of WASH indicators, monitoring tools, and data collection systems.
* Collect and verify WASH activity and output data using approved tools, including Kobo or other digital platforms.
* Monitor progress against WASH targets and indicators.
* Conduct post-activity monitoring and functionality checks of WASH facilities.
* Support outcome monitoring to assess improvements in access to safe drinking water, sanitation, and hygiene practices.
* Ensure that beneficiary data are accurately defined, disaggregated, and documented.
* Support data analysis and provide recommendations for program improvement.
* Document lessons learned, good practices, challenges, and success stories.
F. Coordination and Stakeholder Engagement
* Coordinate with relevant government departments, including Health, Public Works, Education, village government, and other relevant agencies.
* Coordinate with community leaders, schools, health facilities, local organizations, and other stakeholders.
* Participate in WASH coordination meetings and technical forums where relevant.
* Maintain effective communication with project partners and other SCI technical teams.
* Ensure alignment of WASH activities with government standards and relevant national guidelines.
G. Safeguarding, Accountability and Compliance
* Ensure all WASH activities comply with Save the Children safeguarding, child protection, PSEA, code of conduct, and accountability standards.
* Ensure that WASH facilities and activities are safe, inclusive, and accessible to children and vulnerable groups.
* Identify and report safeguarding risks through established SCI reporting mechanisms.
* Ensure community members understand available feedback and complaints mechanisms.
* Maintain confidentiality and responsible management of beneficiary information.
H. Reporting and Documentation
* Prepare regular WASH activity and progress reports.
* Provide technical inputs for monthly, quarterly, donor, and final project reports.
* Maintain proper documentation of WASH activities, including:
* Assessment reports; * Technical designs and BoQs; * Attendance lists; * Training reports; * Monitoring reports; * Facility inventories; * Photos and GPS/location data; * Beneficiary data; * Lessons learned and success stories.
* Provide timely updates on implementation progress, risks, challenges, and mitigation measures.
Key Deliverables
The WASH Officer is expected to deliver the following:
* WASH needs assessment reports.
* WASH implementation plans and activity schedules.
* Technical specifications, BoQs, and TORs for WASH activities.
* WASH training and hygiene promotion materials.
* Community WASH capacity-building activities.
* Regular monitoring and site visit reports.
* Updated WASH beneficiary and activity databases.
* WASH facility functionality and quality monitoring reports.
* Monthly/quarterly progress reports.
* Documentation of lessons learned and good practices.
* Inputs for donor and final project reports.
Education
* Bachelor's degree in Environmental Engineering, Public Health, Civil Engineering, Water Resources, Sanitation, Environmental Science, or a related field.
Experience
* Minimum 3 years of relevant experience in WASH programming.
* Experience in community-based WASH programming is preferred.
* Experience in water supply, sanitation, hygiene promotion, or WASH infrastructure is highly desirable.
* Experience working with NGOs, development organizations, government, or humanitarian programs is an advantage.
* Experience in participatory approaches and community engagement.
