Duty Station: Fashoda/Panyikang/Malakal – Upper Nile State – Republic of South Sudan. Starting Salary: $35,498 USD. Contract: One-year fixed term, renewable subject to funding.

The Programme Officer will be based in the partner office of Caritas Diocese of Malakal (CDoM) in Fashoda/Panyikang/Malakal and works closely with the Partner Humanitarian Coordinator and the CAFOD & Trocaire in Partnership (CTP) Project Coordinator and CTP Programme Team. In liaison with the Project Coordinator, the postholder is responsible for ensuring quality development and implementation of the THRIVE Programme in Fashoda and Panyikang Counties, focusing on livestock development, disaster risk reduction, climate change adaptation and early warning systems, contributing to the delivery of CAFOD's overall programme strategy. The postholder will coordinate implementation of the THRIVE programme including line management of CDoM Project Officers (Livelihoods, DRR/CCA, Livestock) and linkages with THRIVE Consortium Technical Leads to ensure quality programme delivery and partner capacity building, and adherence to FCDO and CTP programme management standards. The post is field-based with frequent travel to project locations in Fashoda and Panyikang Counties.

Key responsibilities: THRIVE project/programme accompaniment and support (50%) — supporting and accompanying CDoM to strengthen capacities, joint responsibility for implementation, monitoring, evaluation and donor reporting, nurturing stakeholder relationships, participating in consortium meetings, collecting programme field information, promoting learning and case studies, and ensuring security assessment and prevention measures. Thematic focus (40%) — complementing partners' thematic understanding, overseeing daily implementation, providing technical support, developing activity plans, strengthening community groups such as Community Action Groups and Payam Disaster Management Authorities, and enhancing collaboration with county and state line departments. Managing effective relationships (5%) and staff management (5%). The post-holder reports to the CTP Project Coordinator based in Juba, South Sudan.

Person specification (essential): understanding of the Catholic Church and CAFOD's vision, mission and values; understanding and experience of emergency, resilience and peacebuilding programming; skilled in working with people of varied backgrounds; collaborative relationship building; clear communication at a distance; values-based partnership work. Job-specific competencies: university first or second degree in rural development, agri-business, natural resources management, livestock development, veterinary agriculture, community development or a related field; at least 4 years' technical and practical experience delivering quality programmes in South Sudan on livestock development, disaster risk reduction, climate change adaptation, early warning systems, anticipatory action, livelihoods and resilience building; quality risk and conflict analysis; programme cycle management tools; structured needs assessment (household economic analysis, participatory community-led approaches, MSNA tools); sound understanding of humanitarian quality standards (Humanitarian Charter, LEGS, Do No Harm, CaLP, Market System Development, SPHERE, Core Humanitarian Standards, protection mainstreaming, Red Cross/Red Crescent Code of Conduct); experience working with and through partner organisations; budget development and management; fluency in written and spoken English and spoken Juba Arabic; ability to work and travel in insecure environments; computer literacy (MS Word, Excel, PowerPoint).
