Location: SEARCA UPLB Campus, College, Los Baños 4031 Laguna. Unit: Education and Collective Learning Department – Training for Development. Status: Contracted Service Personnel.
Job Summary: The Program Associate provides administrative, technical, and operational support in the planning, coordination, implementation, monitoring, and evaluation of the Training for Development Unit's capacity-building programs and projects.
Terms of Reference: Provides support in coordinating and monitoring administrative-related activities of the unit to ensure their smooth and efficient operation; provides support in the development and establishment of all capacity building programs under the unit, particularly backstopping pre-, during, and post-training activities; assists in research and consolidation of relevant documents, monitoring of program implementation, and maintenance of records related to the unit's capacity building initiatives; assists in preparing budget, reports, and other documentary requirements of the unit; coordinates logistical arrangements for team meetings and learning events; supports the development, implementation, and evaluation of the unit's communication strategy with its partners and stakeholders through online (website and social media content) and print (brochures, reports) channels; contributes to team brainstorming on new projects and initiatives and on creative approaches to team and project management; assists in preparing contracts, and in monitoring and processing payments of consultants, resource persons, and/or technical service providers; assists in preparing draft internal and external communication/correspondence; maintains an efficient record management system for all unit transactions and activities; and performs other tasks that may be assigned by the Unit Head from time to time.
Qualifications — Education: Bachelor's Degree in Development Communication, Agricultural Economics, Public Administration, Business Administration, Education, Social Sciences, or related fields. Work Experience: At least three (3) years of progressive experience in training coordination, project administration, and capacity-building program management.
Skills: Communication — excellent oral and written skills; strong interpersonal and client-focused mindset. Organization & Analysis — highly organized and detail-oriented; strong ability to summarize quantitative and qualitative data. Technical Proficiency — advanced skills in MS Office (Word, Excel, PowerPoint), Google Workspace, Adobe tools, and virtual platforms such as Zoom and MS Teams. Self-Management — able to multitask under tight deadlines, work with minimal supervision, and deliver high-quality outputs consistently.
