About the Program: The Accelerated Immunisation and Health System Strengthening Program, Phase 2 (AIHSS2) is a 4-year program (2024-2027) funded by the Governments of Australia and New Zealand, and Gavi, the Vaccine Alliance. AIHSS2 supports 14 Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH). Its three End of Program Outcomes aim to increase vaccination coverage through integrated service delivery and reduce the number of zero-dose children; strengthen PHA/BDoH planning and public financial management (PFM) capabilities; and embed gender equality, disability and social inclusion principles in routine immunisation.
About the Opportunity: The Finance Technical Officer will assist the Finance Manager to provide leadership and oversight to the CPHA Finance Unit, building capacity and implementing system strengthening initiatives identified through audits, the PFM Corrective Action Plan (CAP) and spot checks. Key functions include supporting management and oversight of AIHSS2 program funds under the HSIP Trust Account; cash flow management and tracking of fund flows; maintenance of revenue and expenditure ledgers in IFMS and manually; bank and GST reconciliations; preparation of monthly expenditure reports, quarterly financial reports and cash plans for AIHSS2 and the NDoH HSIP Unit; ensuring timely acquittals to AIHSS2 Grant Managers; supporting annual and program budget preparation and planning processes; assisting with procurement process improvements and the fixed asset register; implementing audit recommendations and CAP actions; conducting training on fraud and risk management, budget and expenditure tracking and financial reporting; and coaching and mentoring existing finance staff. The role reports to the Director Corporate Services day-to-day, with program reporting to the AIHSS2 PFM Specialists and Planning Advisor.
About You: Tertiary qualifications in accounting, business management or a related discipline (CPA advantageous); minimum 3-5 years in a senior finance management or advisory role, with health sector, Provincial Health Authority or health implementing partner experience highly regarded; comprehensive working knowledge of the GoPNG financial system including PFM policies, procedures and processes; strong written communication and report preparation skills; advanced Microsoft Excel and analytical skills; working knowledge of the GoPNG Integrated Financial Management System (IFMS) advantageous; effective time management; experience with gender-based health programs highly regarded.
