Context:

West and Central Africa are facing multiple and converging crises, marked by deteriorating security and political dynamics, climate shocks, increasing humanitarian needs, and shrinking funding. In this context, access to and acceptance of humanitarian aid are becoming increasingly complex, while coordination mechanisms and the capacity of humanitarian actors to influence remain uneven across countries.

Established in 2025, the Forum of NGOs in West and Central Africa (FONGA) is a regional coordination platform that aims to strengthen the coordination, advocacy, and influence of national and international NGOs and their umbrella organizations working in the humanitarian, development, and peace sectors. It currently comprises 59 members, including 20 national NGO forums and 39 regional NGO representations, covering 12 countries in West and Central Africa.

To support its institutional development and gradual empowerment, FONGA is recruiting a Support Manager. The position will contribute to the development and consolidation of the Forum's support functions and management systems, as well as the implementation of its empowerment roadmap, within the framework of the hosting arrangement currently provided by the Norwegian Refugee Council (NRC).

What we are looking for:

The Support Manager plays a central role in the development, structuring, and management of FONGA's support functions. Under the supervision of the Director, he/she manages the Forum's administrative, financial, human resources, logistical, and compliance functions, while contributing to the development of effective management systems and the progressive strengthening of its institutional autonomy.

What you will do:

In accordance with and respecting NRC's policies, procedures and guidelines:

Administration, compliance and risk management;
Financial management;
Human resources management;
Logistics and purchasing management;
Institutional development and empowerment of the Forum;
Institutional support for members and pooling of resources;
Steering, coordination and institutional representation
Professional skills:

The candidate must have a minimum of six years of professional experience , including significant experience covering the following areas:

Financial, budgetary and compliance management (essential expertise)
Proven expertise in financial, budgetary and accounting management, including budget preparation and monitoring, treasury, financial reporting, audits, internal control and compliance with donor requirements.
Experience in managing institutional financing, monitoring financing agreements and donor requirements.
Experience in financial risk management, internal control and compliance.
Management of support functions
Experience in supervising or coordinating support functions (administration, human resources, purchasing, logistics and general administration) within an NGO, an international organization or a non-profit organization.
Ability to coordinate cross-functional processes and develop effective management systems.
Experience in managing, supervising or coordinating multidisciplinary teams and developing employees.
Institutional development
Experience in developing, implementing or improving management policies, procedures and systems.
Experience in supporting institutional development, organizational change or capacity building of an organization.
In addition, the candidate must provide proof of:

A Master's degree in finance, accounting, auditing, management control, business administration or a related field, or equivalent experience.
Excellent command of office tools, especially Excel, as well as collaborative tools (Microsoft 365, Teams, etc.).
Excellent command of French and English, both written and spoken.
Desired skills

Experience in a regional position, within a network secretariat or an NGO platform.
Experience in leading organizational change and institutional development.
Experience in capacity building, designing and facilitating training programs.
Experience in developing mechanisms for pooling resources or shared services between organizations.
Knowledge, skills and experience related to the context

Good understanding of humanitarian and development organizations, as well as major institutional donors and their administrative, financial and contractual requirements.
Good knowledge of the support functions of an NGO (finance, administration, human resources, logistics, purchasing and compliance) and the issues related to their management.
Good understanding of the governance of NGO networks and platforms, as well as the issues related to institutional development and organizational empowerment.
Excellent analytical, planning, organizational and coordination skills for complex processes.
Excellent writing, communication and representation skills with a variety of stakeholders (teams, governance, donors, authorities and partners).
Demonstrated ability to support change, develop trusting relationships and work in a multicultural and multi-partner environment.
