About IMPACT Initiatives

IMPACT Initiatives (IMPACT) is a humanitarian NGO, based in Geneva, Switzerland, with the aim to improve the impact of humanitarian, stabilization and development action through data, partnerships and capacity building programs. The organization manages several initiatives, which includes i) the REACH Initiative aimed at facilitating the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, ii) the PANDA Initiative aimed at directly supporting key aid actors in improving the effectiveness, efficiency, and efficacy of their programs, and iii) the AGORA Initiative aimed at promoting localized and multi-sectoral aid action in support of the recovery and stabilization of crisis- affected communities.
With over 400 staff members, including assessment, data analysis, GIS experts and field professionals, IMPACT currently has projects in over 25 countries across the Middle East, Africa, Asia, Europe and Latin America. IMPACT is a sister organization of ACTED, a French NGO with headquarters in Paris. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support in its fields of intervention.

CONTEXT

REACH Initiative is recruiting an Assessment Officer (Cash & Markets) based in Kyiv, Dnipro or Odesa.

The Assessment Officer will support implementation of market monitoring and cash learning activities under the Joint Market Monitoring Initiative (JMMI) and a longitudinal assessment of Unified Cash Transfers in frontline areas (0–50 km from the frontline). The role contributes to data collection, analysis, and coordination with the Cash Working Group and humanitarian partners to strengthen evidence-based cash assistance programming in Ukraine.

We are looking for candidates with strong analytical skills, experience supporting research or assessments in humanitarian or development contexts, and fluency in Ukrainian and English.

FUNCTIONS

The Assessment Officer (AO) will be responsible for the following tasks with the JMMI team of IMPACT Ukraine:

ASSESSMENT MANAGEMENT AND COORDINATION

The AO is responsible for designing and implementing Cash & Markets assessments under the guidance and overall management of the SAO and doing so in accordance with IMPACT requirements and principles. AO participates in the research design, data collection, data analysis, and output and dissemination phases of the research cycle, and all other activities conducted under the work stream of their responsibility.

The AO is responsible for participation in guiding Cash & Markets assessments, including the data and GIS tools and tasks associated with the project. This will include liaising with the project-specific data and GIS staff on the research design, data collection, data analysis, and output and dissemination phases of the project under the guidance of the SAO. This may include developing, implementing and improving systems of coordination and management within the assessment project.

The AO participate in coordination of Cash & Markets assessments internally within the unit and alignment of Cash & Markets assessments with the overall strategy of the unit and IMPACT in Ukraine as a whole. This requires working closely with the SAO, as well as the Unit as a whole through various activities, such as unit meetings, strategy meetings, and other similar activities. The AO will be contributing, under the guidance of the RM, to the overall strategy of the unit and inputting on new donor opportunities shall the arise.

REPORTING

The AO is responsible for consolidating analysis and conclusions from each assessment into IMPACT products such as factsheets, reports and briefs using standard formats. They liaise with IMPACT HQ and with relevant staff in Ukraine in order to represent the data in its most relevant and compelling form. The AO is responsible for following the designated timeline set with partners, donors and internally. This requires ensuring that all outputs are done in a timely manner. Reporting may include engaging with external actors through consultations, presentations, and strategy meetings. This is to be done with the SAO, as well as under the guidance of the RM.

The AO ensures that assessment reports contribute to aid coordination and planning and add to the general base of field knowledge in Ukraine for all organisations working in the region.

EXTERNAL ENGAGEMENT

The AO is responsible for the representation of IMPACT in stakeholder meetings and is expected to follow up on compelling data gaps, challenges or themes identified in such meetings to ensure that the data is being used effectively and correctly by stakeholders, as well as meeting their informational needs. This specifically will include liaising with external partners to identify potential for data to be integrated into existing data sharing platforms and inform strategic and operational aspects of programming. However, this is to occur under the guidance of the SAO.

More generally, the AO is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of IMPACT’s mandate, ethics, and values in their work.

CONFIDENTIALITY AND DATA PROTECTION

The AO shall maintain the strictest confidentiality of data and processes. They actively take measures to prevent the unauthorized sharing of information and data. They also ensure the implementation of HQ-related policies in terms of data confidentiality and data protection and keep up to date of any changes initiated by HQ in this regard under the guidance of the DO and Data Specialist.

ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES

The AO is responsible for ensuring that all interactions with Ukrainian communities are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies. The ACTED Code of Conduct should be rigorously mainstreamed throughout every research cycle, under the guidance of the SAO and the RM. This is the responsibility of every IMPACT staff member.

QUALIFICATIONS

EDUCATION
• Bachelor’s degree completed or in process in a sphere of social science (e.g. International Relations, Political Sciences, Social Research, Economics, Development Studies, or similar) required.

TECHNICAL REQUIREMENTS

• Prior working experience in research and/or drafting of analytical products strongly desired;
• Strong analytical skills;
• Prior experience working with local authorities and/or NGOs in a humanitarian/development context is strongly desired;
• Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint;
• Experience using Adobe products (InDesign in particular) desired;
• Understanding and familiarity with research and data analytics;
• Fluency in Ukrainian and English required;
• Familiarity with R, SPSS and/or STATA or other statistical analysis software an asset;
• Experience in assessments, M&E, field research, or evaluations an asset;
• Ability to multitask with tight deadlines, on numerous research cycles in complex environment;
• Strong communication and drafting skills for effective reporting in both Ukrainian and English.
• Ability to operate in a cross-cultural environment requiring flexibility;
