1. Background and Context
CPCD is a global firm specializing in monitoring, evaluation, research, assessments, and consultancy services. Established in 2018, CPCD aims to support sustainable and long-lasting development through evidence-based and data-driven solutions.

As part of its ongoing projects and field assignments in Syria, CPCD is seeking qualified,
experienced, and highly motivated Civil Engineers to support field-based technical assessments, infrastructure inspections, verification activities, and engineering-related data collection in Idlib,

Aleppo, and Daraa.
The position is primarily field-based and requires regular travel to project sites and targeted communities.

2. Overall Objective of the Assignment
The Civil Engineer will be responsible for conducting accurate and professional field assessments of infrastructure, buildings, facilities, and rehabilitation works, while ensuring that all technical information, measurements, observations, and supporting documentation are reliable, verifiable, and consistent with project requirements.

3. Specific Roles and Responsibilities
Field Assessments and Technical Inspections
• Conduct field visits to assigned project sites, facilities, communities, and infrastructure locations.
• Assess the physical and structural condition of buildings and infrastructure.
• Conduct technical inspections of construction, rehabilitation, and maintenance works.
• Take accurate site measurements and verify quantities of completed or proposed works.
• Identify structural defects, damages, rehabilitation needs, and potential technical risks.
• Assess infrastructure such as schools, health facilities, public buildings, shelters, roads, water networks, sanitation systems, and other relevant facilities.
• Verify whether implemented works comply with approved specifications, Bills of Quantities (BoQs), drawings, and technical requirements.
• Conduct interviews with contractors, community representatives, facility managers, and other relevant stakeholders when required.

Technical Documentation and Reporting
• Prepare clear and concise field assessment and inspection reports.
• Complete technical assessment forms and digital data collection tools accurately.
• Review Bills of Quantities, technical specifications, and engineering drawings when required.
• Submit daily or periodic field reports to the Field Team Leader or Project Management Team.
• Immediately report major discrepancies, construction defects, safety concerns, or suspected quality issues.
• Maintain organized photographic and technical documentation for each inspected site.

Quality Assurance
• Ensure that all reported information is supported by verifiable field evidence.
• Cross-check measurements and quantities before submission.
• Identify discrepancies between reported and actual implementation.
• Ensure construction and rehabilitation works meet required technical and quality standards.
• Support technical verification and monitoring of contractors' activities where applicable.

Safety, Ethics, and Professional Conduct
• Follow all CPCD security and field safety procedures.
• Comply with project-specific health and safety requirements during site visits.
• Maintain professional and respectful communication with communities, contractors, partners, and local stakeholders.
• Protect confidential project information and documentation.
• Adhere to humanitarian principles, Do No Harm principles, PSEA requirements, and CPCD's Code of Conduct.
• Immediately report security incidents or serious technical and safety concerns to the Field Team Leader.

4. Qualifications, Skills, and Experience

Essential Requirements
• Bachelor’s degree in civil engineering from a recognized university.
• Minimum 2 years of relevant professional experience in civil engineering, construction, rehabilitation, infrastructure assessment, site supervision, or technical monitoring.
• Demonstrated experience conducting field-based engineering assessments and site inspections.
• Good knowledge of construction materials, construction methods, structural elements, and rehabilitation works.
• Ability to read and understand engineering drawings, technical specifications, and Bills of Quantities (BoQs).
• Ability to conduct measurements and quantity verification accurately.
• Good report-writing and documentation skills.
• Strong analytical, observational, and problem-solving skills.
• Ability and willingness to travel extensively and work in field locations.
• Strong communication skills and ability to work effectively within multidisciplinary teams.
• Previous experience with NGOs, UN agencies, consulting firms, engineering companies, or third-party monitoring organizations.
• Fluency in Arabic is mandatory; working knowledge of English is highly desirable.

Desirable
• Experience in humanitarian or early-recovery projects.
• Experience in infrastructure rehabilitation and damage assessments.
• Knowledge of Kobo Toolbox, ODK, or similar digital data collection platforms.
• Familiarity with donor-funded infrastructure and rehabilitation projects.

5. Working Conditions
• This is a field-based position.
• The assignment requires frequent travel to project sites, including rural and remote areas.
• Engineers may be required to conduct several site visits per day depending on project requirements.
• Working hours and field schedules may vary according to operational needs and accessibility of project locations.
