Hiring Unit: Education Sector (ED). Duty Station: Kabul, on site. Duration: 12 months, with possibility of extension subject to availability of funds and satisfactory performance. Open to external candidates.
 
ORGANIZATIONAL CONTEXT: As a specialized United Nations agency, UNESCO has been working in Afghanistan as a long-term strategic partner. UNESCO's education support to Afghanistan is built around the United Nations Strategic Framework for Afghanistan (2023-2027) to achieve the SDGs, meeting current educational needs while establishing the foundation for the sector's reconstruction, and aligning with the UNESCO Medium-Term Strategy (2022-2029).
 
MAIN TASKS: Under the overall guidance of the Officer-in-Charge and the Head of Education, and the direct supervision of the Project Officer/Team Lead for Skills for Jobs and the Private Sector, the officer will support implementation of skills interventions under the World Bank-funded Education Emergency Response in Afghanistan (EERA) project and the upcoming Human Capital and Jobs (HCJ) project within the Skills Development and Literacy (SDL) programme in UNESCO Kabul office.
 
Responsibilities include:
  • Project implementation — assist execution of workplan activities in line with the project document, budget and results framework, ensuring compliance with UNESCO's administrative, financial and procurement rules; liaise with implementing partners, service providers and technical consultants; support skills-for-work programmes, the Assessment and Certification pilot and engagement with industry chambers and employers.
  • Monitoring, evaluation and reporting — track progress against the M&E plan, flag delays and bottlenecks, coordinate field visits and third-party monitoring, manage the Complaint and Feedback Mechanism, and contribute to narrative and financial reporting.
  • Technical assistance and policy support — contribute to the conceptualization of the Skills Certification Framework and the administration/scale-up of the Skills Fund.
  • Coordination and partnership — coordinate with UNESCO Kabul teams, UN agencies, NGOs, community representatives and national/international technical bodies.
 
REQUIRED QUALIFICATIONS: University degree (Bachelor's or equivalent) in education, social sciences, development studies or a related field. Minimum 6 years of relevant experience in education, literacy, skills development or similar fields. Essential: proven experience in TVET in the Afghanistan context, competency standards and curriculum development methodologies, and competency-based assessment and certification frameworks.

Desirable: experience operationalizing TVET funding mechanisms including skills fund management and M&E modalities, community-based literacy and livelihood development, training of TVET trainers, assessors and verifiers, and setting up TVET quality assurance mechanisms. Strong project management (RBM, M&E, reporting), communication, analytical and IT skills required. Languages: excellent command of English; proficiency in Dari/Farsi and/or Pashto.
