Post location: oPt Country Office - Ramallah. Contract duration and level of effort: 1 year. Permanent, full-time.

ROLE PURPOSE: As a member of the Senior Management Team (SMT) in oPt, the Director of Finance and IT shares in the overall responsibility for the direction and coordination of the Country Office (CO). The Director of Finance will be accountable to the Country Director (CD) for overseeing the Finance and IT function, responsible for finance administration, fiscal management, financial and grant reporting, IT, and co-accountable with other senior leaders for risk management - in both emergencies and development programming contexts. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and vary working hours accordingly.

SCOPE OF ROLE: Reports to the Country Director, with a dotted line to the MENAEE Finance Director. Staff reporting to this post: CO Senior Finance Reporting Manager, CO Finance Budgeting Manager, CO Financial Control & Compliance Manager, Gaza Finance Manager and CO IT Lead.

KEY AREAS OF ACCOUNTABILITY:
- Senior Management Team: contribute to leadership of the oPt Country Office; support an organisational culture promoting accountability, high performance, learning and innovation; support a coherent organizational structure; maintain working relationships with host government authorities, partner agencies, institutional donors and local/international NGOs; ensure compliance with Save the Children's Quality Framework Essential Standards and SOPs; ensure support is provided at scale during emergencies.
- Planning and Budgeting: assist the CD in managing Country Office resources and sub-offices, including work programme formulation and resource allocation, guidance to SMT during planning exercises, and monitoring of donor agreements and resource utilisation; perform periodic financial analysis of the CO cost base and provide strategic recommendations; develop plans to meet funding and programming needs including funding diversification; manage financial aspects of proposal budgets, budget revisions, the annual master budget and reforecasts; ensure emergency finance procedures are in the Country Office Emergency Preparedness Plan; ensure budget holders understand their responsibilities and field offices receive adequate support.
- Financial Accounting, Reporting and Control: oversee the finance function ensuring compliance with SCI policies, international accounting principles and donor rules; apply the SCI scheme of delegation; present finance dashboards and MFRs to SMT; manage treasury operations; maintain systems and controls over assets, funds, equipment and property; develop finance policies and procedures; complete and submit the FCC report; ensure statutory and project-specific audits are conducted and findings addressed; approve accounting and closing of books; build sub-grantee and budget-holder financial management capacity.
- Financial Reporting: monitor accurate and timely submission of financial reports to internal and external stakeholders; ensure donor financial reports align with donor requirements; prepare monthly financial and analytical reports and audited financial statements.
- Staff Management, Mentorship and Development: ensure appropriate staffing and competencies; lead the team, define expectations and evaluate direct reports; manage recruitment, training, promotion and professional development; manage performance through the Performance Management System, coaching and succession planning.
- Risk Management: support the CD, Risk & Compliance Manager and SMT in applying a risk-management lens to growth strategies and developing risk-management policy; identify and manage financial risks with mitigation plans at proposal stage; participate in the monthly Risk Management Register; undertake financial risk assessments of new partners.
- Information Technology: supervise the IT function to ensure effective IT support across the country office; ensure legal compliance with government regulations; ensure efficient, cost-effective IT systems compliant with the SCI Quality Framework, with sufficient primary and backup connectivity and bandwidth in the CO and all field offices; support programmes with innovative IT solutions; ensure internal and external communications systems function effectively with sufficient backup and redundancies.

QUALIFICATIONS: Master's degree in finance or accounting or a related field, or equivalent professional experience.

EXPERIENCE AND SKILLS (Essential): 10+ years of demonstrated experience.
