Context & Mission
Doctors Without Borders is an independent international medical and humanitarian organization that provides care to people in need, to people affected by natural or man-made disasters and to victims of armed conflict, without discrimination and without regard to race, religion, beliefs or political affiliation (MSF Charter).
This position is open on a temporary basis until the end of 2027, as part of the stabilization and structuring phase of RUN LIGO, our new HRIS, after the deployment of Workday.
The role addresses a specific need for functional administration and system liaison during a transition period, during which the governance model, global roles and management methods for the Workday tenant shared between several MSF entities still need to be consolidated.
The incumbent will actively contribute to the establishment of a coherent, sustainable shared tenant structure adapted to the needs of OCG and other relevant MSF entities.
The purpose of the position is to ensure the functional administration of LIGO/Workday for OCG, with a specific focus on repositories, organizational structures, structuring data, roles, functional security and system operating rules.
In addition to the role of HR Functional Reference / Business Analyst – LIGO RUN, this position ensures the operational stability of the structuring elements of the system, the quality and consistency of reference data, as well as advanced functional support on administrative topics.
In a Workday tenant context shared with other MSF entities, the incumbent contributes to defining, documenting and stabilizing the functional administration practices, governance rules and coordination methods necessary for a common, clear and sustainable operation.
Main responsibilities

• Administer and maintain the structural elements of LIGO/Workday within the OCG scope, including organizations, hierarchical structures, units, positions, populations, membership rules and HR reference data.
• Ensure the consistency, quality, traceability and good governance of structuring data in Workday.
• Perform or coordinate functional configuration activities related to system administration, in compliance with LIGO common rules and shared tenant constraints.
• Contribute to the functional administration of roles, access and security elements, in line with the defined governance rules and the competent teams.
• Ensure that configuration changes are documented, tested, validated and aligned with functional, organizational and inter-entity impacts.
Specialized RUN Support
• Provide functional support at levels 0, 1, 2 and 3 on topics related to functional administration, repositories, organizations, positions, roles, functional security and structural data.
• Analyze, qualify and process requests and incidents related to system configuration or repositories.
• Identify requests requiring additional expertise or escalation to TMA (Third-Party Application Maintenance), IT teams, global LIGO roles, or other MSF entities.
• Ensure the follow-up of complex tickets until their resolution, including qualification, coordination, testing and functional validation before production deployment.
• Contribute to the analysis of recurring incidents, root causes and corrective or preventive actions related to system administration.
Shared Tenant Governance
• Contribute to the consolidation of the shared Workday tenant operating model between OCG and other MSF entities.
• Participate in defining and documenting common rules for functional administration, particularly regarding reference frameworks, structures, roles, responsibilities, validation processes and governance principles.
• Identify areas of dependency, impact or risk between entities during configuration or repository changes.
• Participate in coordination exchanges with other MSF entities, global LIGO roles, AMS/TMA and project teams to ensure alignment of practices.
• Contribute to the progressive clarification of roles and responsibilities between OCG, other MSF entities, global roles, RUN teams and external partners.
• Formalize the lessons learned from the transition period in order to feed into the future target organization of the RUN and the shared tenant.
Data quality and organizational consistency
• To be responsible, within one's scope, for the quality of reference data and the consistency of organizational structures in LIGO.
• Implement or contribute to controls to identify inconsistencies, duplicates, configuration errors or deviations from common rules.
• Work with HR teams and relevant stakeholders to correct anomalies and improve the reliability of core data.
• Contribute to the continuous improvement of management rules, nomenclatures, administrative processes and documentation standards.
• Support initiatives aimed at strengthening the use of reliable data for HR management, decision-making and HR transformation at OCG.
Developments, projects and integrations
• Participate in Workday developments, fixes, releases and projects that have an impact on repositories, organizations, roles, functional security or structuring data.
• Contribute to functional analysis, configuration, testing, acceptance testing, production preparation and post-deployment support activities.
• Participate in work related to the progressive integration of other entities, modules or functionalities into the LIGO environment.
• Contribute to projects interconnected with LIGO, particularly when impacts exist on organizational structures, reference data or management rules.
• Participate, if necessary, in work related to VENA or other integrated systems to ensure consistency between LIGO and the HR/finance/organizational application ecosystem.
Documentation, knowledge transfer and transition
• Documenting administration rules, settings, governance decisions, complex cases and best practices.
• Contribute to the creation of a knowledge base enabling the RUN team to strengthen its autonomy on functional administration topics.
• Supporting the upskilling of other members of the RUN team on the repositories, organizations, roles, functional security and governance rules of the shared tenant.
• Supporting new functional leads or RUN contributors in their onboarding through handover, mentoring and experience sharing.
