The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment.

The Corporate Services Directorate (CS) - Information Technology Division (CS-IT) provides quality IT services and innovative information technology solutions to support the Bank's operations. CS-IT is seeking a Murex Migration Specialist to play a central role in the migration and transition activities associated with the implementation of the Bank's new Capital Markets System (MX.3). This role is a key component of the core banking replacement project, ensuring a secure, controlled, and efficient migration from legacy systems to the new solution, while preserving data integrity and supporting business continuity across critical banking functions.

KEY RESPONSIBILITIES:
- Act as the Murex MX.3 Migration Lead within the Capital Markets System implementation programme, driving the design and execution of all migration workstreams.
- Define and implement the end-to-end migration strategy for the transition from legacy treasury and capital markets systems to Murex MX.3.
- Lead data migration activities across all relevant MX.3 domains: trade migration, static and reference data, market data, counterparty and limit, historical transaction, and accounting/settlement-related data migration.
- Configure and utilize Murex Migration Factory tools and migration accelerators to automate extraction, transformation, validation, and loading processes.
- Define and execute migration rehearsals, mock conversions, dry runs, and production cutover activities.
- Design and maintain migration rules, mapping specifications, reconciliation controls, and data quality frameworks.
- Collaborate with Front Office, Risk, Finance, Treasury, Operations, and IT stakeholders; coordinate with Murex implementation partners, system integrators, and third-party vendors.
- Support testing activities including migration testing, functional testing, reconciliation testing, UAT, and parallel run validation.
- Contribute to cutover governance, post-go-live stabilization, and migration support activities.

PROFILE:
Advanced degree (Master's level or equivalent) in computer science, information technology, engineering, or a related field. Demonstrated relevant experience delivering data migration and transformation initiatives within capital markets, treasury, or investment banking environments. Proven experience in at least one end-to-end Murex MX.3 implementation, upgrade, migration, or platform transformation programme. Strong hands-on expertise with Murex MX.3 architecture and data model, Murex Migration Factory/Toolset, and migration accelerators. Strong expertise in ETL processes, data mapping, data profiling, and data quality controls. Advanced SQL, strong Oracle database knowledge, Linux/Unix administration, shell scripting and automation. Good understanding of capital markets products (Fixed Income, Money Market, FX, Derivatives, Securities Financing, Repo). Experience with Agile delivery, migration governance, issue and risk management, and excellent stakeholder management skills. Knowledge of Temenos T24 and experience within MDBs/DFIs are assets.

Language skills: Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

EMPLOYMENT CONDITIONS: Initial 1-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years. Grade A1/A2; monthly salary range starts EUR 5,988.79 to EUR 7,652.42, plus allowances based on eligibility, exempt of French income tax. Benefits include allowances based on family/personal situation, medical and personal insurance, and a contributory pension plan.

Closing date: 16 September 2026

HOW TO APPLY:
Applications (CV and cover letter) from CEB Member States candidates should be made in English or French using the Bank's online application system at CEB Careers (https://jobs.coebank.org/) before midnight Paris time on 16 September 2026.
