Background: Chemonics Tanmia is implementing the Syria Education Programme II (SEP II), funded by the UK's Foreign, Commonwealth and Development Office (FCDO) and running until 2027, providing primary school children access to quality, inclusive and sustainable education in conflict-affected areas of Northwest Syria. The project provides comprehensive support to schools and teachers, including pedagogical supervision, learning assessments, psychosocial support, and safeguarding measures.

Position Overview: The Damascus-based Operations and Information Technology (IT) Officer will be responsible for providing efficient IT support, strengthening cybersecurity and digital security practices, managing IT assets and inventory, supporting procurement of IT-related equipment, and contributing to smooth operational support across programme locations. The role combines first-level IT support, cybersecurity awareness, asset management, inventory control, vendor coordination, and field operations support, ensuring IT systems, equipment, warehouse records and operational processes are maintained, documented and compliant with organisational and donor requirements.

Principal Duties: Serve as first line of IT support across programme locations (hardware, software, connectivity, printers, peripherals, user accounts); diagnose and troubleshoot remotely; escalate complex issues to the Operations Coordinator, Senior Operations Manager or Chemonics HQ/UK Global Technology and Infrastructure Division; manage user accounts, permissions and access rights; install, configure and maintain IT equipment; oversee inventory, tracking and lifecycle management of IT assets; deliver digital and operational security training to staff and downstream partners; oversee office alarm systems and coordinate with security vendors; supervise IT and Inventory Officers. Maintain accurate asset and inventory records per Chemonics and FCDO requirements, conduct inventory counts and asset verification, monitor asset movement, and support asset disposal and write-off. Support the full procurement process for IT-related equipment from planning through close-out, preparing RFQs, RFPs, ITTs, purchase orders and sole source justifications, sourcing vendors and maintaining audit-ready procurement files. Maintain operational, procurement and logistics filing systems and support internal reviews, audits and donor assessments.

Qualifications: Bachelor's degree in Information Technology, Computer Science, Business Administration, Logistics, Operations Management or a related field. Minimum 3 years of experience in IT support, operations, logistics, inventory control, asset management, warehouse management or administrative functions. Experience with international NGOs, humanitarian organizations or donor-funded projects highly desirable. Proven experience providing IT support across multiple locations including remote troubleshooting; knowledge of asset tracking, inventory management and procurement support; experience coordinating with IT service providers, ISPs and equipment vendors; familiarity with MySQL, MS SQL Server and MS Access. Strong problem-solving, analytical, communication and organizational skills. Professional proficiency in speaking, reading and writing English and Arabic is required.
